JOB TITLE: Program Analyst

PROJECT OVERVIEW:

WBB is seeking a mid-level program analyst to provide support to a Division Director, Deputies and staff in performance of office or non-manual work directly related to operations. The Division manages research activities and focuses on areas of technology critical to the Armyís strategic dominance across the entire spectrum of operations. This position requires an individual who can adapt to a fast-paced, team-oriented environment.

JOB DESCRIPTION AND RESPONSIBILITIES:†

  • Assist division leadership in planning, tracking, and reporting operational and budget activities. Track tasker status.
  • Support the development and preparation of reports, funding documents; interacts with Army business systems such as the General Fund Enterprise Business System (GFEBS)
  • Responsible for business operations, including front office administration; online calendar management and organizational hierarchy, meeting logistics and invitations, work orders, records management, among other duties
  • Receive, review, and forward security clearance requests for frequently visited locations for the Division Office and for the branch offices. Properly handle Personal Identity Information (PII)
  • Manage the Form-1 process (preparation of Public Affairs approval for publications) for the Division
  • Support the fiscal accountability of resources through expert use of the Army Time and Attendance Business systems

REQUIRED SKILLS AND QUALIFICATIONS:

  • Ability to obtain & maintain a DoD security clearance required; current clearance preferred
  • BS/BA in business or STEM related field and two years of specialized experience in operations analyst or management role type. A total of ten years experience is required in lieu of degree.
  • Excellent knowledge of MS Office Suite with demonstrated experience

  • Effective analytical skills through strategies development and implementation
  • Ability to use independent initiative, good judgement, and decision-making skills when setting priorities
  • Broad knowledge of fiscal law and appropriation types
  • Working knowledge of business systems such as GFEBS, ATAAPS, DTS sufficient to conduct analysis of budget execution activities
  • Exceptional communication skills, both oral and written, with the ability to effectively convey information across all organizational levels
  • Strong customer service focus
