Business Analyst – SECNAV HCS

JOB TITLE: Business Analyst – SECNAV HCS


Support the Navy’s Human Capital Strategy (HCS) Task Force deputy Program Manager (DPM), responsible for the overall day-to-day management and coordination of the HCS PMO implementation effort. Provide support in the following areas: : (1) Manage integrated schedule of pilot projects; (2) support the prioritization of pilots and reporting on pilot execution; (3) formal communications on HCS pilots with the Navy organizations that will participate in the pilot(s), and (4) coordinating meeting spaces, meeting schedules, and other administrative support.


  • Manage and integrate schedules from multiple ongoing pilot projects
  • Support the design of the governance model, processes, and procedures used to manage the execution of the pilots.
  • Responsible for reviewing work products for completeness, formatting, to confirm adherence to client requirements
  • Support development of multi-year rollout plans for successful pilots, approved by the ASN M&RA and the SECNAV/UNSECNAV.
  • Support the development of high-level ROI/Business case for each of the five strategy anchors based on the pilots aligned to each anchor
  • Conduct meetings with team members and government personnel to obtain needed information and update schedules
  • Coordinate and manage task force administrative requirements in coordination with government representative


Security Clearance: Secret

  • U. S. Citizen
  • Active DoD Secret clearance
  • Bachelor’s degree business, economics, political science or other related field
  • Experience: Minimum of 2 years of consulting experience with a federal client
  • Experience using Microsoft Project
  • Experienced in supporting client meetings and presentations and contributing to the development of client deliverables
  • Ability to work in fast-paced environment and meet deadlines
  • Strong requirements gathering and problem solving skills
  • In depth knowledge of Microsoft Office and Project
  • Ability to show initiative and work independently at times
  • Working knowledge of SharePoint


  • Experience working with integrated master schedules
