JOB TITLE: Information Technology (IT) Senior Functional Analyst- DHS

PROJECT OVERVIEW:

Part of a team that supports compliance with Clinger-Cohen Act and Federal IT Acquisition Reform Act (FITARA) requirements for a Department of Homeland Security (DHS) component office and programs; maintaining an enterprise-wide IT investment management framework that ensures IT investments are aligned with the DHS mission; and the conduct of IT acquisition oversight through program management reviews and design reviews. Services provided encompass all areas of IT policy and planning including, but not limited to, capital planning, strategic planning, enterprise architecture, data management, information security, enterprise resource management, business process re-engineering, organizational change management, program management support, full range of systems engineering activities related to IT systems development, test, implementation, and deployment, and general office support. The objective is to support business processes and projects to meet Department of Homeland Security (DHS) Acquisition Management and Systems Engineering Lifecycle (SELC) requirements and facilitate leadership oversight of IT investments to ensure they are aligned with the agency mission and measure performance in a meaningful way to produce improved results across the enterprise.

JOB DESCRIPTION AND RESPONSIBILITIES:

Individual will be a member of a team of subject matter experts assisting Office of the Chief Information Officer (OCIO) in development, integration, implementation, and operation IT management process. The Individual will support team activities in a fast-paced and continually evolving operational environment providing management, administrative and technical support through a broad range of management consulting activities to help our government client maximize value from their IT investments and maintain management controls. Support responsibilities include:

  • Develop and implement an OCIO framework for interpretation, update, and formulation of IT management processes
  • Develop and implement of OCIO IT management processes, dashboards, and automated workflows
  • Ensuring updates to IT management processes are in compliance with Federal, OMB, and DHS guidance and policy
  • Support efforts to turn leading edge concepts into the delivery of efficient, innovative, technology-based solutions to address user business process needs
  • Complete analysis to determine whether a suitable business process and workflow exists to meet user capability gaps and requirements
  • Evaluate potential technology solutions to address business process and workflow to meet user capability gaps and requirements

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Secret

  • Secret security clearance
  • Bachelorís Degree in Information Technology, Accounting, Finance, Management, Business, Computer Science or related field from an accredited college or university
  • 8 years of experience performing as a lead analyst in support of the complex IT systems
  • Experience in capability and requirements analysis of complex IT systems to develop and implement business process workflows
  • Experience interpreting IT policy and requirements to develop and implement business process workflows
  • Experience in IT management process development, integration, implementation, and operation
  • Knowledge of ServiceNow tool sets, configuration, and use to implement IT management processes, dashboards, and automated workflows
  • Ability to quickly adapt to changing priorities as necessary to fulfill the government clientís objectives
  • Demonstrated strong written and oral communication skills, and be proficient in Microsoft Office suite of products

DESIRED SKILLS AND QUALIFICATIONS:

  • Advanced Degree in in Information Technology, Accounting, Finance, Management, Business, Computer Science or related field from an accredited college or university
  • Experience providing technical advice to evaluate potential technology solutions that address complex IT system capability gaps and requirements
  • Knowledge of DHS IT Governance policy and processes
  • Understanding of the relationship between Acquisition, PPBE, CPIC requirements for IT programs and IT Governance policies
  • Understanding and knowledge of the DHS organization
  • Proficiency with ServiceNow suite of products
  • ITIL Certification
  • PMP Certification
