JOB TITLE: Foreign Investment Analyst (CFIUS)

PROJECT OVERVIEW:

This program supports the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA(ALT)). The program provides Acquisition expertise to Army senior leaders along with scheduling meetings, working with subject-matter experts, and coordinating across internal and external organizations to support Army acquisition priorities. Support also includes strategic communications, graphics design, and administrative support.

JOB DESCRIPTION AND RESPONSIBILITIES:

This position serves as the primary support for the review, analysis and coordination on Committee on Foreign Investment in the United States (CFIUS) formal responses. This position:

  • Ensure appropriate Army components receive case filings and coordinate with affected parties to complete the Army review within the Department of Treasury (DoT) legacy 21-day mandate
  • Ensure components provide requisite information regarding Army equities, including critical technologies, sole-source concerns, military applications and collocation issues with Army installations and maneuver areas
  • Evaluate input received from components, examine and investigate national security concerns/issues
  • Verify responses against the case filing to ensure no incorrect information is provided in a componentís input that conflicts with the filing
  • Provide response to requests for information from OSD and other affected agencies as required
  • Mediate with the components to arrive at a consensus if responses conflict
  • Monitor, review and coordinate CFIUS or Mergers and Acquisitions transactions with Army SMEs to determine impacts on specific capabilities or programs
  • Participate in reviews of CFIUS regulations as required
  • Participate in DoD and Department of Commerce (DoC) Working Groups
  • Coordinate with stakeholders (HQDA G-2, G-34/G-8, PEO/PMs, AMC)
  • Work with DoC Office of Technology Evaluation and PEOs to update the Supply Chain Risk Framework
  • Use analytical tools to conduct supply chain risk assessments

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Secret

  • Secret Clearance Required
  • Bachelorís degree
  • Ten (10) years of experience, or Masterís degree in business field or related field plus ten (10) years of experience
  • Excellent analytical skills
  • At least one year recent/relevant experience demonstrating a firm understanding of Defense Technology Security Agency policies and procedures
  • Must have demonstrated experience managing CFIUS cases

DESIRED SKILLS AND QUALIFICATIONS:

  • Top Secret Clearance Preferred
  • Organizational and planning skills, including meeting planning/scheduling
  • Thorough understanding of how the U.S. Industrial Base and DoD are interdependent, including a firm understanding of international economics
  • Demonstrated ability to mediated conflicting information and gain consensus across primary staff elements of HQDA
  • Excellent verbal and written technical writing skill
