JOB TITLE: Senior Technical Project Lead


Provide technical services in support of the Ronald Reagan Ballistic Missile Defense Test Site - Remote Operations Center. RTS operates and maintains a technologically advanced suite of sensors including radars, optics and telemetry sites around the Atoll that are used to collect mission-critical test data on various missile systems being tested there.


The successful applicants responsibilities will manage key client Reagan test site mission data analysis and RTS Instrumentation and Modernization tasks. Project management responsibilities include the coordination and completion of all tasks on time within budget and within scope. In addition, responsibilities will also include flight test planning and analysis to ensure RTS customer objectives are met to assess the performance of both the missile system and the RTS sensor systems during the test.


  • Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility
  • Coordinate resources and subcontractor efforts for the execution of projects
  • Ensure that all projects are delivered on-time, within scope and reasonable cost
  • Track project performance, specifically to analyze the successful completion of short and long-term goals
  • Manage changes to the project scope, project schedule and project costs
  • Establish and maintain relationships with government and stakeholders
  • Create and maintain monthly status reports
  • Apply engineering principles and scientific investigative techniques to support planning, analysis, assessment, and reporting on flight tests
  • Work as a member of a team of engineers and scientists to investigate complex system and or sensor behavior, and provide inputs for improvement and modernization tasks
  • Participate in meetings and test events
  • Perform and/or review analysis of test events to support performance assessments of the system under test, and prepare briefings and reports summarizing analysis and assessments


Security Clearance: Secret

  • Active DoD Secret Clearance
  • Bachelorís degree in one of the following disciplines: engineering, mathematics, physical sciences, or computer science
  • Radar System Analysis Experience
  • Excellent written and oral communication skills and be proficient with Microsoft Office


Highly Desired:

  • High-level programming languages (MatLab, C, C++, Python)
  • Proven working experience in project management
  • Familiarity with: RTS sensors, including instrumentation class radars, optical sensors, telemetry sensors, communications and the command & control software, AF and Missile Defense Agency (MDA) flight testing
  • Experience in one or more of the following areas: conducting complex analytical studies, developing or adapting analysis tools to suit needs, building reusable, well documented MATLAB utilities, assessing the suitability, effectiveness, survivability, and interoperability of complex military systems, evaluating threat intelligence information as it pertains to system performance


  • Software design & maintenance experience
  • Radio Frequency (RF) signature modeling and analysis (Xpatch, SAF, Periodic Method of Moments, ANSYS/HFSS, Cicero, etc.)
  • Project Management Professional (PMP) certification is a plus
