JOB TITLE: Senior Schedule Analyst


Decisive Analytics a WBB Company has a contract supporting Mission Engineering: Evolving Acquisition to support the warfighter.

The Office of the Under Secretary of Defense for Research and Engineering (OUSD (R&E)) requires a Senior Analyst with schedule development and schedule analysis skills to work with DoD programs to ensure a sound foundation for their success and to aid the proactive identification of schedule risks to inform timely mitigation activities necessary to expedite the development and fielding of capabilities to the warfighter.


  • Assist DoD Major Defense Acquisition Programs in developing their Integrated Master Plan (IMP) and Integrated Master Schedule (IMS)
  • Assess programsí execution of their IMSs as part of OSD statutory and regulatory assessments by conducting:
  • DCMA 14-point Schedule Health Checks to evaluate Logic, Hard Constraints, High Duration, Leads/Lags, High Float, Invalid Dates, etc.
  • Schedule Risk Assessments in support of programs and DoD decision-makers to ensure understanding of the level of risk associated with various tasks and their effect on overall program schedule objectives
  • Conduct Monte Carlo simulations to develop a probability distribution on the basis of the duration of each task and critical path within the schedule to indicate a realistic estimate of the schedule risk
  • Conduct Schedule Benchmarking by analyzing Schedule Duration Averages of Analogous Programs. The effort involves collecting, adjudicating, and standardizing measures of program schedule timelines to better assess the Program of Interest and to inform data driven decisions
  • Develop schedule assessment related DoD policy and guidance


Security Clearance: Secret

  • DoD Secret Security Clearance, with capability to obtain a TS Clearance
  • Bachelor degree
  • A minimum of ten (10) years of government or industry equivalent program control experience. Mandatory: Seven (7) years of Scheduling experience
  • Familiarity with risk analysis and relationship to schedule estimation. Demonstrated experience in conducting SHCs and SRAs
  • Expert knowledge of schedule assessment tools such as Acumen Fuse, Acumen Risk, Acumen 360, and DCMA Schedule Analyzer forProject, MS Project, Primavera, and Open Plan
  • Experience with Monte Carlo analysis in combination with distributions for activity durations
  • Outstanding skills in communicating complex technical issues, and in providing comprehensive written and oral products to senior leadership
  • Highly self-motivated, creative and able to flourish in a dynamic work environment
  • Understanding of the DoD or equivalent environment acquisition lifecycle, activities, timeline, acquisitions, best practices, policies, dependencies, and interrelationships associated with DoDI 5000.02


  • Ability to apply analysis using spreadsheets, web-based applications and databases to support decision making
  • Ability to package analytical results clearly and succinctly for varying levels of leadership and technical staff
  • Experience or familiarity with Naval Aviation, Navyís Flying Hour Program, DOD POM development and PPBE phases
  • Background in OPNAV, Navy operations, POM and the Department of Defense (D0D) Program, Budget Information System (PBIS) strongly desired
  • Experience in creating dashboards a plus
  • Prior active, reserve or government Navy service and or experience as a DOD Program Analysist viewed as a plus
