JOB TITLE: International Business Program Manager - GH


  • The Air Force Program Executive Officer for ISR & SOF (AFLCMC/WI) has the collective Air Force Materiel Command (AFMC) mission responsibility for equipping ISR & SOF warfighters to dominate the battlespace. In order to meet current and projected workload requirements in support of AFLCMC/WI, the Government must augment its organic (military and civil service) capabilities within the Global Hawk Division (AFLCMC/WIG) with Advisory and Assistance Services (A&AS) support.
  • This position will apply a full range of acquisition program management philosophies, policies, and procedures to perform a wide range of acquisition management activities to include pre/post-contract award and milestone reviews in support of the existing and future Global Hawk international programs


  • Identification of requirements to support the acquisition, sustainment and supportability improvements required from program initiation through initial operational capability and continued sustainment to bed down of the weapon system
  • Apply an understanding of the weapon system and associated documentation for analysis and assessment of the quality of the programís prime contractorís plans and work products in the areas of UAV logistics and sustainment processes, issues, special test equipment (STE), common tools, peculiar support equipment (PSE), common support equipment (CSE), technical orders, special facilities requirements, and UAV software products
  • Participate in financial reviews, Foreign Military Sales (FMS) case reviews, Program Management Reviews (PMR), and technical reviews. Additionally,
    • Assist in review and analysis of cost and schedule estimates associated with ECP, contract change proposals (CCPs), change orders, and programís prime contract modifications
  • Apply an understanding of the capability required to assist with UAV base planning, site activation, training, and manpower estimates
  • Apply an understanding of the Global Hawk weapon system to assess viability, identify risks, and monitor progress of mission planning system solutions to include the Joint Mission Planning System (JMPS)
  • Ability to interface with international customers, programís prime contractor, SAF/IA, AFMC, other AFMC centers, National Security Agency (NSA), USN, Air Force Security Assistance Training Center (AFSAT), and Air Force Security Assistance Directorate
  • Apply an understanding of both the FMS and Direct Commercial Sale (DCS) processes, policies, regulations, including exportability processes, to assess risks and resolve issues


Security Clearance: Secret

  • Active Secret security clearance (able to obtain a NATO Secret Clearance)
  • Masterís degree
    • Eight (8) years of additional work experience may be substituted for a Masterís degree
    • Four (4) years of additional work experience plus a Bachelorís degree may be substituted for a Masterís degree. At a minimum, at least
  • Five years of any Seniorís experience must have been performed on DoD programs/projects
  • Ten (10) yearsí experience


  • Ten (10) yearsí experience in a DoD program office in an acquisition role
  • Preferably in a USAF program office
  • Experience in USAF and/or DoD contracts to include monitoring deliverables
  • Five (5) yearsí experience in FMS case involvement
  • Previous Global Hawk, UAV, or ISR logistics experience
