JOB TITLE: DPAS Implementation Manager – F-35 JPO

PROJECT OVERVIEW:

Project provides support to the F-35 Lightning II Joint Strike Fighter Joint Program Office (JPO) located in Crystal City (Arlington), VA. The JPO manages the development, test, production, fielding and sustainment of the F-35 Lightning II Joint Strike Fighter for the USAF, USMC, USN, and International Partner and Foreign Military Sales (FMS) customer nations worldwide.

JOB DESCRIPTION AND RESPONSIBILITIES:

The DPAS Implementation Manager / Program Analyst will provide implementation support to the F-35 Lightning II Property Management team with the oversight of property management across F-35. They will assist the Property Manager Director on property management compliance requirements and establishment of; regulations, policies and procedures. This includes:

  • Assisting with the tracking, auditing and oversight of all USG property across F-35
  • Identifying, collecting, analyzing, staffing, and issuing recommendations on F-35 property management issues
  • Property management standup activities during site activation at military installations, assist in
  • Reviewing and auditing industry property management systems,
  • Maintaining an Accountable Property Management System of Record (APSR).

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Secret

  • Active SECRET clearance is required
  • Bachelor’s degree in Business or Management. ALLOWABLE SUBSTITUTION: Associate’s degree and an additional four (4) years of relevant experience
  • Ten (10) years of experience in program management, technical, or business analysis discipline; and included in the ten (10) years, there must be:
    • Four (4) years of hands on experience implementing government enterprise level systems and at least
    • Two (2) years of Government Property system and administration experience supporting major weapon systems and components development
  • Three (3) years of experience, within the last 10 years, Supporting DoD Logistic/Asset Management programs
  • Demonstrated knowledge of Federal Property Management Regulations to include, DoD Property Accountability Audit readiness compliance, item unique identification and valuation (IUID), and associated processes and requirements. Familiarity with Defense Property Accountability System (DPAS)
  • Demonstrated knowledge of reporting, reutilization, storage and disposal of Government assets
  • Demonstrated knowledge of industry or military property management best practices for the management of Government Property, (i.e., Project Management Body of Knowledge (PMBOK), Agile SCRUM, and others
  • Demonstrated knowledge of DoD policy and documentation related management of military acquisition programs (as specified in the DoD 5000 series)
  • Demonstrated knowledge of DoD program acquisition for domestic and/or international military programs
  • Demonstrated knowledge of various types of IT project methodologies and life cycles, e.g., conversions, incremental, rapid delivery, classic or traditional waterfall phases of analysis, design, development, testing, implementation and the correct project application
  • Demonstrated knowledge in the area of Logistics, Asset Management Property Accountability, Audit Readiness, requirement analysis and process improvement
  • MS office experience, excellent briefing, interpersonal and diplomatic skills

DESIRED SKILLS AND QUALIFICATIONS:

  • PMP
  • Demonstrated knowledge of standards relevant to the software industry (ISO, CMM, Six Sigma, etc.)
