JOB TITLE: Junior Financial Analyst-FMS


The Air-to-Air Missiles Program Office (PMA-259), a program under the Program Executive Officer, Tactical Aircraft Programs (PEOT), supports multiple Joint United States Navy (USN) and United States Air Force (USAF) Air-to-Air Missiles programs including the AIM-7 Sparrow, the AIM-9M Sidewinder, AIM-9X Sidewinder, and the AIM-120 Advanced Medium Range Air-to-Air Missile (AMRAAM). This work in summary provides a broad range of FMS support functions including cost, economic, business analysis, and studies of the Sparrow and Sidewinder programs for development of Price & Availability (P&A) data, evaluation of data for use in Letters of Offer and Acceptance (LOA), support in compliance with Security Cooperation policies, procedures, and legislation; support of Security Cooperation programs, technology transfer issues, program and financial support from case development to case closure; and maintenance of business accounting and tracking system for all business requirements.


  • Analyzes Foreign Military Sales (FMS) program requirements, status, budget and schedules
  • Performs FMS program management, technical, or FMS case analyses
  • Participates as a member of a FMS Team and/or supports the overall FMS Program
  • Collect, organize and interpret financial information relating to product programs for the development of Price and Availability (P&A) and Letters of Offer and Acceptance (LOAs) utilizing Defense Security Assistance Management System (DSAMS)
  • Tracks program/project status and schedules
  • Applies policies and procedures for FMS financial planning


Security Clearance: Secret

  • BA/BS in Business or Management and 4 years of experience in program management, technical analysis, or business analysis, 2 of which should be in FMS technical efforts supporting major weapon systems and components. BA/BS can be substituted with an AS/AA + an additional 4 years of experience; OR 10 years of experience in program management, technical analysis, or business analysis
  • Experience in FMS program/project status and schedules
  • Demonstrated knowledge of AECA, FAA, SAMM, and DoD5105.38M
  • Experience processing program acquisition, funding, and contract documentation for military programs


  • Familiarity with PMA 259 or other weapons systems
