JOB TITLE: Financial Analyst (FMS) – NAVAIR PMA-259


Provide full-time Financial Analyst support for Foreign Military Sales (FMS) to the Air-to-Air Missiles Program Office (PMA-259) at Naval Air Station Patuxent River, Maryland, to include financial management support in all aspects of FMS Case reconciliation and closure.


  • Provides Foreign Military Sales (FMS) financial management support from implementation to case closure
  • Performs FMS budgeting, funding execution, document management, and financial analyses to provide efficient allocation and effective utilization of financial resources, making recommendations for improving operations, and reporting
  • Utilizes Navy ERP to performance financial execution functions
  • Provides support with a variety of management activities, analysis, special projects, and data a calls using Management information System for International Logistics (MISIL) and Defense Integrated Financial System (DIFS)
  • Maintains and updates the financial databases in order to close out cases
  • Reconciles FMS cases for closure
  • Provides NAVSUP Weapon Systems Support and DFAS with all contracts and funding documents related to cases for closure
  • Uses current guidance and DoD software tools (MISIL, CEPT, ERP, DIFS, EDA, CHOOSE, and SCIP) to analyze and update closeout reviews
  • Reconciles and audits all financial documentation
  • Assists NAVSUP in all aspects of case reconciliation, researching and reconciling all financial documents and providing proper documentation to assist in case closure


Security Clearance: Secret

  • Active Secret Clearance
  • BA or BS degree in a Business or Management field and at least four (4) years financial management experience, two (2) of which must be within FMS
  • Allowable Substitutions: AS or AA degree and an additional four (4) years of financial management experience; OR an additional eight (8) years of financial management experience may be substituted for a BS or BA degree
  • Navy ERP knowledge is required
  • Knowledge and demonstrated understanding of Department of Defense (DOD) policies and Navy regulation as set forth in the Security Assistance Management Manual (SAMM, DOD 5105.38-M) and the Financial Management Regulation (FMR, DOD 7000.14R) is required


  • Financial management experience to include financial analysis of business programs, development of cost estimates, program status reports, and DON procurement policies and procedures experience is desired
  • Specific experience in FMS Case Closure
  • Experience working with Military Article Service List (MASL) data
  • Experience with creating and analyzing LOAs, P&As, Amendments, and Modifications
  • Experience developing and analyzing Statements of Work
