JOB TITLE: FMS Program Analyst - F-35


Project provides support to the F-35 Lightning II Joint Strike Fighter Joint Program Office (JPO) located in Crystal City (Arlington), VA. The JPO manages the development, test, production, fielding and sustainment of the F-35 Lightning II Joint Strike Fighter for the USAF, USMC, USN, and International Partner and Foreign Military Sales (FMS) customer nations worldwide.


The FMS Program Analyst will conduct the following responsibilities:

  • Provide Country team support to the PM or Deputy PM or as assigned
  • Assist the Program Manager (PM) in developing Letters of Offer and Acceptance for JSF Security Cooperation Participant/Foreign Military Sales (SCP/FMS) nations
  • Responsible for creating and loading the Letters of Offer and Acceptance (LOA), to include amendments and modifications, in the Defense Security Assistance Management System (DSAMS)
  • Responsible for preparing Manpower Requirements Packages (MRP) and Manpower Travel Data Sheets (MTDS), as required by DSCA
  • Assist the PM in monitoring and managing case performance from case implementation to case closure including: program and system performance, scope, schedule of work, cost, payment schedules, contracting actions, and financial services.
  • Assist in the coordination for the specific country requests for information with the appropriate JSFPO and/or contractorsí personnel
  • Assist in the coordination of information and briefing material for the various program reviews with the specific country
  • Support the PM in developing presentations on program status, accomplishments, progress to all levels of Department of Defense (DoD) and industry
  • Assist in coordinating technical expertise for program reviews, inspections, conferences, and other program evaluations and events
  • Cultivate and maintain relations with cross-functional agencies, such as DSCA, SAF/IA, NIPO, AFSAC, NAVAIR, or any other applicable organizations
  • Supports USG-internal meetings, Case, Financial, and Program Management Reviews (PMRs), and annual case reviews
  • Assist in reporting periodic and comprehensive assessments and evaluations of Country program goals and objectives that will provide a basis for long-range planning to enhance the organizationís management capabilities
  • Recommendations regarding these objectives will have wide and continuing impact on present and future development programs
  • Provide subject matter support to the JSF ID SCP/FMS PM for Security Assistance Program Manager (SAPM), as required for the execution of all LOAs
  • Track and support entire country/case funded personnel activities including contractor support requirements. Ensure travel and security visit requests are accomplished in a timely manner


Security Clearance: Secret

  • ACTIVE SECRET clearance
  • Bachelorís degree in Business or Management. ALLOWABLE SUBSTITUTION: Associateís degree and an additional four (4) years of relevant experience
  • Ten (10) years of experience in program management, technical or business analysis; and included in the ten (10) years, there must be at least (4) years professional experience in technical efforts supporting major weapon systems and components development
  • Demonstrated knowledge of Service and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series)
  • Experience processing program acquisition, funding and contract documentation for domestic and international military aircraft programs
  • Knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment
  • Knowledge of Federal Acquisition Regulations (FAR) for the development of contracts and contract modifications required for the acquisition of logistics supportability products
  • MS office experience, excellent briefing, interpersonal and diplomatic skills
