Air Force Global Strike Command (AFGSC) provides strategic communications to U.S. National Leadership Command Capabilities (NLCC) and Nuclear Command, Control and Communications (NC3). This includes lead command management; capabilities-based planning; long-range planning; configuration control; sustainment management; organize, train and equip; and Program Planning Budgeting Execution (PPBE). This support shall also entail threat analysis and programmatic analyses.


  • Senior Program Element Manager (Airborne Communication Systems) evaluates budget and resource management for NC3 systems acquisition budget, policies, and programming
  • Monitor, evaluate, and explain acquisition/modernization/sustainment efforts for major NC3 systems
  • Understand and apply knowledge of the Air Force Planning, Programming, and Budgeting System at all levels to effectively manage the assigned Program Element Codes assigned
  • Recommend solutions for resource issues associated with acquisition, modernization, and sustainment efforts for major NC3 systems
  • Maintain good communication (in all forms) with leadership to effectively carry out the required duties


Security Clearance: Top Secret/SCI

  • Active and current Top Secret/SCI or be Top Secret/SCI eligible
  • Bachelor’s degree in a technical field from an accredited college or institution OR possess 3 years operational/maintenance experience with DoD and MAJCOM programming/budgeting or USAF NC3 communications systems
  • Three (3) years of experience on a NAF or higher-level staff in an Air Force organization, or joint staff equivalent
  • Three (3 ) years performing technical planning, budgeting and programming at the MAJCOM level, cost and risk analysis, and supportability/effectiveness analysis for total mission capability or a mixture of the five in an Air Force organization, or joint staff equivalent
  • One (1) year Programming experience at MAJCOM or higher level or industry equivalent that is involved in the USG’s Programming process


  • Experience with the NC3 Enterprise and NC3 airborne systems such as, MMRT, MRT/TMSS, DTWA, MPAS, NPES, CUTS, UHF LOS radios, etc.
