JOB TITLE: Program Support Analyst

PROJECT OVERVIEW:

"This position is contingent upon contract award"

The project provides support services for the Army Futures Command (AFC) Headquarters and subordinate/direct reporting units in the planning and management of the full range of operations activities for mission execution.

JOB DESCRIPTION AND RESPONSIBILITIES:

  • Review, research, analyze and evaluate program and budget data and make recommendations for programmatic adjustments
  • Assist in the development of program budget and acquisition management positions for the program
  • Draft inputs/responses for financial requirements requested from Headquarters Department of the Army (HQDA), Army Budget Office (ABO) and HQDA Assistant Secretary of the Army (ASA) Acquisition, Logistics and Technology (ALT) and AFC
  • Draft for Government review and approval of senior leader briefings in regards to product’s out-year funding matters
  • Draft for Government review and approval and senior leader certification, service contract approval request packages that are factually accurate and in complete compliance with applicable law and policy and coordinate acquisition actions with appropriate contracting personnel to ensure procurement actions are completed within the required time constraint
  • Review budget estimates for compliance with policies, guidance and limitations established by Congress, Office of Management and Budget (OMB), Office of the Secretary of Defense (OSD), HQDA, and AFC

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Secret

  • Active DoD SECRET clearance
  • Bachelors degree
  • Seven (7) – Nine (9) years experience in a knowledge management role
  • Four (4) years additional relatable experience can substitute for education

DESIRED SKILLS AND QUALIFICATIONS:

  • Experience in supporting operational and/or strategic Army staff
  • Completion of Command and General Staff course, or other service equivalent
  • Thoroughly familiar with organization and operational function of HQDA and AFC
  • Experience in the production of:
  • Smart Charts
  • Unfunded/Funded Requirements
  • Program Objectives Memorandum (POM) Planning
  • Overseas Contingency documentation
  • POM Reviews
  • Spruill Charts
  • Weapon Systems Reviews
  • Program Management Reviews
  • Department of the Army Systems Coordinator (DASC) Parade Charts
  • Execution Program Baseline
  • Purchase Requests (PR) Forms
  • Quarterly Program Reviews
  • IT Budget Exhibit
  • Testing and Evaluation (TE) Exhibits
  • Congressional Inquiries
  • OSD Inquiries
  • Major Automated Information System Reports
  • Program Status Reviews
