JOB TITLE: FMS Program Analyst - F-35 JPO


Project provides support to the F-35 Lightning II Joint Strike Fighter Joint Program Office (JPO) located in Crystal City (Arlington), VA. The JPO manages the development, test, production, fielding and sustainment of the F-35 Lightning II Joint Strike Fighter for the USAF, USMC, USN, and International Partner and Foreign Military Sales (FMS) customer nations worldwide.


The FMS Program Analyst will be responsible for supporting the execution of the requirements stated in the existing development, production, and sustainment Letter of Offer and Acceptance (LOA) for all efforts, technical and programmatic, including program management, systems engineering, personnel management, scheduling, risk management, contracting, acquisition, budgeting/funding, configuration management, integration, testing, logistics support and training

  • Provides Country team support in the absence of the Program Manager (PM) or Deputy PM or as assigned
  • Assists the Poland PM in developing Letters of Offer and Acceptance amendments and modifications. Responsible for creating and loading the LOA, to include amendments and modifications, in the Defense Security Assistance Management System (DSAMS). Responsible for preparing Manpower Requirements Packages (MRP) and Manpower Travel Data Sheets (MTDS), as required by DSCA
  • Assists the Poland PM in monitoring and managing case performance from case implementation to case closure including: program and system performance, scope, and schedule of work
  • Assists in the coordination for the specific country requests for information with the appropriate F-35 and/or contractorsí personnel
  • Assists in the coordination of information and briefing material for the various program reviews with the specific country
  • Supports Program Manager in developing presentations on Poland program status, accomplishments, progress to all levels of DoD and industry
  • Assists in coordinating technical expertise for Poland program reviews, inspections, conferences, and other program evaluations and events
  • Supports USG-internal meetings, Case and Program Management Reviews (PMRs), and annual case reviews.
  • Assists in reporting periodic and comprehensive assessments and evaluations of Country program goals and objectives that will provide a basis for long-range planning to enhance the organizationís management capabilities. Recommendations regarding these objectives will have wide and continuing impact on present and future development programs
  • Tracks and supports entire Country Team meetings and travel. Ensures travel and security visit requests are accomplished in a timely manner


Security Clearance: Secret

  • REQUIRED: Active Secret Security Clearance with the ability to obtain a higher level of clearance
  • Bachelorís degree in Business, Management or equivalent. ALLOWABLE SUBSTITUTION: Associates degree and an additional four (4) years of relevant experience
  • Four (4) yearsí program management, technical or business analysis professional experience with at least 2-years technical support to a major weapons system and component development
  • Knowledge and experience in DoD program management and acquisition processes
  • Knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, and deployment of systems, subsystems, and equipment
  • Knowledge of the activities and purpose of functional support personnel and ability to coordinate such aspects of system acquisition
  • Knowledge of the system equipment life-cycle phases and the documentation, analyses, and reviews associated with those phases
  • Knowledge of the Security Assistance/Security Cooperation (SA/SC) programs to include the understanding of the FMS sales process from case development, implementation, execution, to closure, in accordance with the Security Assistance Management Manual (SAMM), DoD 5105.38-M
  • Knowledge of Federal Acquisition Regulations (FAR) for the development of contracts and contract modifications required for the acquisition of logistics supportability products
  • Knowledge of DoD planning, programming, and budget processes: administrative relationships within the USAF, USN and DoD; administrative relationships with the systems command and field activities
  • Strong communication skills including to the ability to communicate orally, via written letters and memorandum, email, and presentation. Ability to prepare and present convincing oral and written presentations to any or all levels of government and industry management, foreign and domestic
  • Strong stakeholder management experience in coordinating and communicating across different organizations and teams including knowledge and experience in working across different disciplines


  • Good briefing skills and interpersonal and/or diplomatic skills are highly desired
