WBB is seeking candidates to provide the Defense Threat Reduction Agency (DTRA) Research & Development (RD) Directorate with cutting edge programmatic services. The RD organization provides science, technology and capability development investments that maintain the U.S. military’s technological superiority in countering WMD and asymmetric threats, mitigate the risks of technical surprise and respond to the warfighter’s urgent technical requirements. WBB is seeking individuals with relevant experience to support this mission as part of an integrated team of programmatic, acquisition, regulatory, and policy subject matter experts.

JOB DESCRIPTION AND RESPONSIBILITIES:

  • Analyzes business or operating procedures to devise most efficient methods of accomplishing work
  • Plans study of work problems and procedures, such as organizational change, communications, information flow, integrated production methods, inventory control, or cost analysis
  • Collects and organizes information on problem or procedures including present operating procedures
  • Analyzes data gathered, develops information and considers available solutions or alternate methods of proceeding
  • Organizes and documents findings of studies and prepares recommendations for implementation of new systems, procedures or organizational changes
  • Confers with personnel concerned to assure smooth functioning of newly implemented systems or procedure
  • May install new systems and train personnel in application
  • May conduct operational effectiveness reviews to ensure functional or project systems are applied and functioning as designed
  • May develop or update functional or operational manuals outlining established methods of performing work in accordance with organizational policy
  • Participate in the DoD Data Collaboration Meetings (telephonic or in-person); meeting participants comprise representatives from each DoD SBIR/STTR component; be prepared to discuss updates/issues regarding DoD SBIR data reporting requirements
  • Assist with identification, development, management and execution of individual SBIRS, STTRs and RD BAA projects managed by RD
  • Compilation and submission of the CBD SBIR Annual Report and Quarterly Reports to the OSD Office of SB Programs (OSBP); requires working knowledge of Microsoft Access; contractor will use the DoD SBIR Submission Tool for preparing and uploading the reports to the DoD SBIR database, as mandated by the OSD OSBP. Collect necessary CBD SBIR award and contract documentation (Phase I, Phase II, and Phase III) to accurately populate the Annual Report and Quarterly Report data fields following OSBP format. Correct all report errors and deficiencies identified by the DoD SBIR Data Collaboration team. Participate in the DoD Data Collaboration Meetings (telephonic or in-person); meeting participants comprise representatives from each DoD SBIR/STTR component; be prepared to discuss updates/issues regarding DoD SBIR data reporting requirements
  • Maintain accurate records and track SBIR Phase I and Phase II proposals (selected and not selected), proposal assessments/evaluations written by all Technical Evaluation Team members, and contract administrative data (e.g., award dates, period of performance, funding amounts; option dates, other data as necessary and as required by the OSD OSBP in addition to the CBD SBIR PM). These data may be necessary to fulfill additional reporting requirements, address debriefing requests, congressional inquiries, and preparation of presentation materials, etc.

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Secret

  • Active Secret Security Clearance
  • Bachelor’s degree with 5 - 19 years of relevant experience; or Associate degree with 8-19 years of relevant experience
