JOB TITLE: Information Technology (IT) Program Analyst- DHS

PROJECT OVERVIEW:

The objective is to support business processes and projects to meet Department of Homeland Security (DHS) Acquisition Management and Systems Engineering Lifecycle (SELC) requirements and facilitate leadership oversight of IT investments to ensure they are aligned with the agency mission and measure performance in a meaningful way to produce improved results across the enterprise.

JOB DESCRIPTION AND RESPONSIBILITIES:

Individual will be a member of a team of subject matter experts assisting Office of the Chief Information Officer (OCIO) in development, integration, implementation, and operation IT management process. The Individual will support team activities in a fast-paced and continually evolving operational environment providing management, administrative and functional support. Support responsibilities include:

  • Support a broad range of management consulting activities to maximize value of IT investments and maintain management controls
  • Assistance conducting reviews and assessments of new IT capability to address user business process needs
  • Assistance assessing the IT requirements integration into the OCIO IT portfolio
  • Assistance in completing capability analysis to identify gaps in IT systems capability to support business needs and processes
  • Assistance in completing requirements analysis to identify IT systems requirements that address capability gaps to support business needs and processes
  • Assistance in documenting IT system capability gaps and requirements to support business needs and processes
  • Assistance in evaluating potential solutions to address system capability gaps and requirements
  • Assistance in completing analysis to determine whether a suitable capability already exists to meet user requirements
  • Support efforts to turn requests for new capability into the delivery of efficient, innovative, technology-based solutions to address user business needs
  • Assist and facilitate activities related to project meetings, technical reviews, and documentation across all phases of the DHS Systems Engineering Lifecycle (SELC)
  • Assistance to ensure compliance with Federal, OMB, DHS and Secret Service guidance and policy regarding implementation of IT programs
  • Assistance coordinating and scheduling project meetings
  • Assistance drafting, revising, and processing IT project documents and correspondence

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Secret

  • Secret security clearance
  • Bachelorís Degree in information Technology, Engineering or related technology field from an accredited college or university
  • 5 years of experience supporting the development, test, integration, implementation, and deployment of complex IT systems
  • Experience completing capability analysis and requirements analysis of complex IT systems
  • Experience providing technical advice in design activities for complex IT system capabilities that address capability gaps to support business needs and processes
  • Experience providing technical advice to evaluate potential solutions to address complex IT system capability gaps and requirements
  • Knowledge and understanding of Agile development methodology
  • Demonstrated strong written and oral technical communication skills, and be proficient in Microsoft Office suite of products

DESIRED SKILLS AND QUALIFICATIONS:

  • Advanced Degree in Information Technology, Engineering or related technology field from an accredited college or university
  • Experience supporting IT Projects in any of the following areas: to network, storage, security, application, and database infrastructure
  • Knowledge and understanding of the DHS Systems Engineering Life Cycle (SELC) process as identified in DHS AD 102-01
  • Knowledge and understanding of DHS acquisition policy and processes as identified in DHS AD 102-01
  • Understanding and Knowledge of the DHS organization
  • Experience managing support of IT systems
  • Experience in the use of SharePoint and SharePoint content management
