Provide strategic and operational planning services in various functional areas in support of Marine Corps Forces, Pacific. Task areas include providing operational planning, exercise design/participation, and assessment support. The overall objective of this support is to improve the readiness, collaboration, and effectiveness within the MARFORPAC staff, as well as with U.S. Pacific Fleet (PACFLT) and U.S. Indo-Pacific Command (USINDOPACOM). Travel may be required (20%) to collect information from external agencies and/or work issues related to specific tasks in the subparagraphs below.

JOB DESCRIPTION AND RESPONSIBILITIES:

  • Provide subject matter expertise for current and future operational planning efforts and initiatives
  • Provides recommendations regarding conventional force employment, and survivability
  • Develop recommendations to enhance the survivability of Joint/Allied/Partner systems and capabilities against threats from potential adversaries in order to increase operational effectiveness
  • Develop recommendations for effectively balancing operational requirements against limited, available resources
  • Conduct analysis of strategic and long-range plans and operational concepts regarding the operation, expansion, re-engineering, and transformation of missions and develop analytical reports that offer recommendations to improve plans and concepts
  • Provide recommendations regarding strategic and long-range plans. Identify and provide recommendations to mitigate vulnerabilities regarding the execution of strategic and operational planning, effectiveness, and readiness such as, Campaign Plans, Theater Security Cooperation Engagement Plans and Exercises, various contingency plans(CONPLAN), and operational plans (OPLAN), As well as MARFORPAC operational orders (OPORD), and task orders (TASKORD)
  • Conducts analysis of contingency planning efforts associated with C2 platforms and capabilities within conventional and joint force missions and provide analysis completed and recommendations. Provide analysis of CONPLAN and/or OPLAN-specific issues for existing and future system employment requirements and provide analysis and recommendations.
  • Provides recommended integration plans for the rapid integration of Marine Corps forces with those of Allies/Partners
  • Assist in the planning and development of Marine Corps amphibious operations with U.S. Navy and Partner Nations in support of USMC operations in the Pacific. Assist in fulfilling Joint and Service-level guidance/requirements for development of partner nation capabilities – in regard to the USMC niche – specifically the development of partner nation amphibious forces. Provides technical support to MARFORPAC and subordinate commands for training and exercises in all official exercise activities, in order to ensure that concepts of operations (CONOPS) and tactics, techniques, and procedures (TTPs) are verified and valid
  • Provide planning analytical support to support G-35 MAGTF planners in the implementation of the MARFORPAC Campaign Plan and Commandant’s Planning Guidance (CPG) and Force Design 2030
  • Using the Marine Corps Planning Process, design and frame planning analytical efforts in support of competition, crisis and contingency operations
  • Draft execution orders and prepare briefs to transmit planning efforts to higher, adjacent, and Marine subordinate commands.
  • Draft and update existing campaign orders; support the maintenance and assessment of the MARFORPAC campaign order
  • Assist Operational Planning Team (OPT) leaders to lead planning efforts across the MARFORPAC staff in support of US INDO-PACIFIC Combatant Command, Theater Joint Force Maritime Component Command, Headquarters Marine Corps, and COMMARFORPAC directed planning. Synchronize staff actions and effects to achieve higher’s and MARFORPAC’s objectives

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance:Top Secret/SCI

  • US citizen
  • Top Secret/SCI clearance
  • Mid-Level: 4+ years of experience with BA/BS required. (6 years' additional work experience may be substituted for a Bachelor's Degree. Associate's Degree plus four (4) additional years' experience may be substituted for a Bachelor's Degree)
  • Senior-Level: 10+ years of experience with MA/MS degree required (12 years' additional work experience may be substituted for a Master's Degree. Bachelor's Degree plus 8 additional years' work experience may be substituted for a Master's Degree)
  • Graduate of U.S. Marine Corps Expeditionary Warfare School and/or Command and Staff College (or service equivalent); Command and Staff College preferred

DESIRED SKILLS AND QUALIFICATIONS:

  • Experience on a 3 Star or 4 Star staff is highly desired
  • Detailed knowledge of Marine Corps doctrine
  • Detailed and functional knowledge of Marine Corps and Joint planning processes
  • Graduate of U.S. Marine Corps School of Advanced Warfighting (or service equivalent)
  • Proficiency with Microsoft Office Suite
