PROJECT OVERVIEW:

This task order focuses on operational planning services in support of the I MEF G-3 Operations and G-5 Plans divisions. Operational planning support includes, but it is not limited to, strategic, operational, amphibious, and Joint/Combined Training and Joint Exercise Event Life Cycle (JELC) planning and assessment support

JOB DESCRIPTION AND RESPONSIBILITIES:

  • Assist in the design, planning, and coordination of the I MEF RFD Program (including submitting the RFD Order, drafting the RFD muster Fragmentary Order (FRAGO)/LOI, and creating the RFD muster results and training report, and Prepare/submit post CRFP RFD material) , Continuity of Operations Program (COOP) (including creating COOP Site Location Assessments, RFD Notification Drill), Crisis Action Program Standard Operating Procedures (CAPSOP), and Personnel Recovery Program (PR) readiness events and exercises
  • Assist leadership to incorporate Operations Plan/Concept Plan (OPLAN/CONPLAN) requirements and/or theater/service specific priorities/objectives into each exercise/event
  • Provide SME guidance to the management of the I MEF monthly DRRS evaluation
  • Assist senior leaders to plan, coordinate, and facilitate RFD, COOP, PR, and CAPSOP conferences, working groups, and meetings. This task includes drafting and recommending updates to the Working Group Charter and creating the Post RFD Working Group Report
  • Provide recommendations and analysis regarding I MEFís Personnel Recovery Plan compliance with HHQ benchmark requirements
  • On a yearly basis, review and recommend updates to the MAGTF Current Operations program and its elements
  • Create a PowerPoint that provides an update on current operations efforts
  • Create draft of routine work products (typically administrative or informational products) as requested by the Government (see deliverable table)
  • Support Briefs, Exercise/Event Plans of Action and Milestones - Deliver Executive Summaries of Exercise Analysis, Exercise Support Observation Reports/Recommendations, Exercise Support Briefs, and Exercise/Event Plans of Action and Milestones as needed
  • Support the documentation of meetings
  • Draft and send information messages as described in the deliverable table
  • Draft official correspondence related to MAGTF Current Operations Support
  • Provide the I MEF Plannersí Huddle Products Direction and I MEF G-3 Huddle Products Direction as required by the deliverable table

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Secret

  • U.S. citizen
  • Secret Clearance or higher
  • Bachelors Degree [6 years' additional work experience may be substituted for a Bachelors Degree. Associate's Degree plus four (4) additional years' experience may be substituted for a Bachelor's Degree]
  • Minimum of 4 years of relevant experience
  • Proficiency with Microsoft Office Suite

DESIRED SKILLS AND QUALIFICATIONS:

  • Serving at the MEF MAGTF level or other service equivalent
  • Marine Corps Planning Process or Military Decision-Making Process or other service equivalent
  • Familiarity with military units and deployment requirements
  • Familiarity with DoD Force Generation process
  • Knowledge and experience in at least one of the elements that make up a MAGTF or other service equivalent

WORK LOCATION: Camp Pendleton, CA

TRAVEL: 20%
