JOB TITLE: Federal Acquisitions and Contracts Subject Matter Expert (Army)

PROJECT OVERVIEW:

Provides senior SME support for Federal Contracts and Acquisition Management with an Army contracts writing system team. Support as an adviser and consultant to software developers, configuring, testing, supporting and deploying an Army-wide management solution based on Momentum.

JOB DESCRIPTION AND RESPONSIBILITIES:

  • Support federal customers with analyzing current acquisition processes, recommending opportunities for streamlining and enhancing acquisition processes, and developing and implementing solutions to meet customer requirements
  • Provide subject matter expertise on DoD/Army contracting processes and procedures
  • Work in the system to configure and test the solution
  • Provide input into training and online tutorial content
  • Engage directly with the customer, facilitate discussions, and research regulations for impact to ACWS
  • Analyze DoD/Army processes and their impact on the solution
  • Liaise with various teams to ensure compliance and knowledge sharing
  • Provide functional support for testing acquisition software development sprints, such as developing test scenarios and documentation, and performing validation testing for the core Momentum application and reports
  • Provide functional support for new initiative implementation activities such as requirements analysis, development of design and configuration documentation

REQUIRED SKILLS AND QUALIFICATIONS:

  • Bachelorís Degree
  • US Citizenship
  • Minimum of five (5) years experience in DoD contracting
  • Extensive experience with Army or DoD contracting and a firm grasp on IT systems that support contracting activities
  • Extensive knowledge of the federal acquisition processes, regulations, directives and instructions
  • Detailed knowledge of FAR, DFAR and DoD 5000 series regulations
  • Ability to identify and define requirements of specific technical training and support areas for different acquisition programs and projects
  • Hands-on familiarity with contracting solutions, including SPS or other commercially provided contract writing systems
  • Ability to independently facilitate sessions with the customer about policies/procedures and their impact on the system
  • Understanding of the strategic imperatives and direction of the federal acquisitions community
  • Ability to translate DoD/Army domain areas into system solutions and processes
  • Experience conducting a wide range of acquisition lifecycle activities, including:
    • Acquisition planning
    • Contract awarding and closeout activities
    • Source selection
    • Firm fixed-price contracts
    • T&M contracts
    • Cost and price analysis and negotiation experience
    • Cost plus and cost reimbursement
    • Strong written and oral communication skills, including the ability to effectively communicate and interact with senior level management and clients

DESIRED SKILLS AND QUALIFICATIONS:

  • >10 years experience in federal contracting/acquisitions
  • Comfort working at client offices and participating in internal corporate quality assurance processes
  • Familiarity with ISO 9000.1 processes
  • Secret Clearance or higher
