WBB is seeking candidates to provide the Defense Threat Reduction Agency (DTRA) Research & Development (RD) Directorate with cutting edge programmatic services. The RD organization provides science, technology and capability development investments that maintain the U.S. military’s technological superiority in countering WMD and asymmetric threats, mitigate the risks of technical surprise and respond to the warfighter’s urgent technical requirements. WBB is seeking individuals with relevant experience to support this mission as part of an integrated team of programmatic, acquisition, regulatory, and policy subject matter experts.

WBB is seeking a versatile Scheduling and Planning Program Manager to apply his/her management and test planning talents to support the Defense Threat Reduction Agency’s (DTRA) Research and Development Enabling Capabilities (RD-EC) Team at Kirtland AFB, NM.


  • Facilitate and orchestrate senior organizational efforts for an approximately $1 billion/year S&T investment and development portfolio
  • Provide programmatic, test planning, scheduling, and resource planning support onsite to the RD-EC Department at Kirtland AFB, NM
  • Act as a division lead working directly with the RD-EC Resource Integration Office to provide planning/scheduling/resource allocation project management capabilities to support Research, Development, Testing & Evaluation (RDT&E) programs requiring RD-EC test team to execute tests, experiments, and demonstrations
  • Provide management support and facilitation of the Senior Review Panel, the Master Test Schedule, and other meetings to determine test team composition and test scheduling Includes participation in the Project Review Panel (PRP) screening process for acceptance of new test events requiring RD-EC test team participation
  • Develop and update the master test schedule;
  • Assist in allocation of resources to support test programs;
  • Monitor and track internal and external test program funds;
  • Support spend plan management in the DTRA Spend Plan Management and Reporting Tool (SMART) for test programs;
  • Monitor and track allocation of the DTRA RDT&E program funds and external RDT&E program funds;
  • Prepare and maintain test event management reports;
  • Support overall management of Research and Development (R&D) programs related to cost, schedule, and performance;
  • Perform research and gather data to respond to RD-EC, the Research and Development Directorate (RD), and other DTRA taskers or suspenses;
  • Prepare required acquisition paperwork for submission into the Defense Agencies Initiative (DAI) financial system; and
  • Perform various analyses as directed by RD-EC


Security Clearance: Top Secret

  • Top Secret Security Clearance
  • Bachelor Degree
  • 5-10 years experience in program management, including systems analysis, acquisition support, project planning, budget analysis, PPBE, cost analysis and policies/procedures support
  • Knowledge, skills, ability, and expertise with the broader RD-EC portfolio to include:
  • Modeling and Simulation, and the scientific analysis to determine the right suite of data acquisitions systems in order to collect test data for the customer
  • Demonstrate exceptional and extensive knowledge of resource loaded schedules and impacts they have on test cost, schedule, and objectives or a good knowledge, skills, abilities or expertise of RDT&E Test Programs / Projects programmatic experience related to supporting test program
  • Additionally, the ideal candidate would have:
    • Experience managing and executing Small Business Innovative Research (SBIR)/ Small Business Technology Transfer (STTR), Basic Research, DTRA Experimental Laboratory (DEL), DTRA High Performance Computing (HPC) programs, and the Signature Discovery & Exploitation or Threat Replication mission areas


  • TS/SCI Clearance
  • Masters degree with 15 years of experience supporting Test Programs / Projects commiserate with the above tasks and requirements
  • PMP certification / DAU level 1 or 2 training
