JOB TITLE: Program Analyst (FMS) Ė F-35 JPO


Project provides support to the F-35 Lightning II Joint Strike Fighter Joint Program Office (JPO) located in Crystal City (Arlington), VA. The JPO manages the development, test, production, fielding and sustainment of the F-35 Lightning II Joint Strike Fighter for the USAF, USMC, USN, and International Partner and FMS customer nations worldwide.


The Program Analyst will serve as the Security Cooperation Participant/Foreign Military Sales (SCP/FMS) SCP/FMS Senior Program Analyst for current and future FMS Countries. The position will:

  • Provide program management, system engineering, and analytical support services to the Air Systems Requirements (ASR) Integrated Product Team (IPT) Lead
  • Respond to Requests for Information (RFIs), Requests for Quote (RFQs), Letters of Request (LORs)
  • Establish, develop, and execute requirements in Letters of Offer and Acceptance (LOAs)
  • Responsible for assisting in the coordination efforts regarding requirements, technical, sustainment and programmatic areas
  • Perform critical technical analysis of major DoD acquisition systems and provide recommendations to ensure program success.
  • Provide program analysis support for all requirements of the program and participates as a member of and/or support the overall Program and Integrated Product Teams (IPTs)
  • Track program/project status, cost, and schedules

Additionally, the incumbent is frequently tasked to collect, complete, organize and interpret technical data and financial information relating to aircraft requirements, acquisition, and product programs.

  • Provide Requirements support to JPO ASR IPT
  • Support requirements development, analysis, and definition in support of Block 4 and Continuous Capability Development and Delivery (C2D2) as they relate to FMS countries to be presented to the Requirements Working Group (RWG)
  • Provide documentation review, comment, and issue resolution regarding FMS country studies, CONOPS, CONEMPS, and design/program reviews
  • Provide Country team leadership, management, and direction for FMS countries
  • Establish performance goals and objectives for execution of FMS cases including integrating all the countriesí program activities/requirements
  • Monitor and assist case performance from case implementation to case closure including program and system performance, scope, schedule of work, cost, payment schedules, problem resolution, and financial services
  • Develop presentations on Country program status, accomplishments, progress to all levels of DoD and industry
  • Coordinate technical expertise for Country program reviews, inspections, conferences, and other program evaluations and events
  • Cultivate and maintain professional relationships with cross-functional agencies such as DSCA, SAF/IA, NIPO, AFSAC, NAVAIR, or other appropriate organizations
  • Support USG-internal meetings, Case, Financial, Program Management Reviews (PMRs), and annual case reviews
  • Develop, coordinate and effectively present executive/informational briefs and reports, as required


  • Masterís degree in a Science, Engineering or Business Management field. ALLOWABLE SUBSTITUTION: Bachelorís degree from an accredited university and an additional four (4) years of experience can be substituted for a Masterís degree
  • Ten (10) years' experience in defense acquisition program management related to weapon systems acquisition and life-cycle management; and a minimum of;
    • Five (5) years out of ten (10) years of recent work experience related to international acquisition programs
  • Five (5) years' experience in DoD aircraft acquisition
  • Demonstrated experience in requirements development and Joint Capabilities Integration and Development System (JCIDS). Familiarity with DoD Instruction (DoDI) 5000.2 (Operation of the Defense Acquisition System), DoD Directive (DODD) 5530.03 (International Agreements), and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook
  • Exceptional written and verbal communication skills.
  • Demonstrated knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment
  • Demonstrated knowledge of the system equipment life-cycle phases and the documentation, analyses, and reviews associated with those phases
  • Demonstrated knowledge of the Security Assistance/Security Cooperation (SA/SC) programs to include the understanding of the FMS sales process from case development, implementation, execution, to closure in accordance with the Security Assistance Management Manual (SAMM), DoD 5105.38-M
  • High degree of self-initiative, and the ability to work independently and function as part of an interdisciplinary team
  • MS Office experience, excellent briefing, interpersonal and diplomatic skills


  • Five (5) years of military flight experience in a 4th generation U.S. strike/fighter/bomber
