Support the customer with recruiting the best quality men and women from the diverse population of our country and focus on the productive outcomes required by executing best business practices and maintaining an effective, motivated, integrated active and reserve recruiting force

JOB DESCRIPTION AND RESPONSIBILITIES:

  • Provide advisory services to the government staff to assist in maintaining compliance with legislative policies and procedures that impact the SBIR and STTR Programs
  • Track legislative policies, procedures, and developments at the National level to provide training, best practices, and related consultation to the government staff
  • Assist the NAVAIR SBIR/STTR PMO in planning, strategy, and developing local policy/guidance to ensure program compliance with Office of the Undersecretary of Defense for Acquisition and Sustainment (OUSD(A&S)) on implementation of Cybersecurity Maturity Model Certification (CMMC) as it relates to the DON and NAVAIR SBIR/STTR Program
  • Develop and deliver training for NAVAIR SBIR/STTR PMO and government staff on CMMC requirements and guidance to ensure compliance in NAVAIR SBIR/STTR procurements
  • Support the NAVAIR SBIR/STTR PMO in developing outreach and training materials to assist SBIR/STTR firms with planning for and complying with CMMC requirements
  • Assist NAVAIR SBIR/STTR PMO in planning, strategy, and developing local policy/guidance for a variety of SBIR/STTR subjects including, but not limited to, data rights; intellectual property (IP); International Traffic in Arms Regulations (ITAR); and human testing to ensure program compliance with FAR, DFARS, the SBA SBIR/STTR Policy Directive, and DoD/DON instructions and policy
  • Develop and deliver training for NAVAIR SBIR/STTR PMO and government staff on data rights, IP, ITAR, and human testing topics to ensure compliance in NAVAIR SBIR/STTR procurements

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Secret

  • MA/MS degree in a business or technical discipline
  • Active DoD Secret clearance
  • Over ten (10) years of experience performing work related to the Job Responsibilities Description
  • Must have science and technology process experience
  • Requires at least six (6) years of experience to be related to Defense acquisition, including logistics, research and development, configuration management or systems analysis/design
  • Demonstrated knowledge in one or more of the following areas: program management, systems engineering, system acquisition, financial management, test and evaluation or integrated logistics support
  • Demonstrated knowledge, and/or familiarity with the DoD and SECNAV 5000 acquisition series, Federal and DoD acquisition regulations and PPBE process. Has demonstrated knowledge in one of more of the following areas: system acquisition, acquisition documentation, configuration management, risk analysis and Government furnished equipment (GFE) or Government furnished information (GFI)
  • At least six (6) years of experience related to manufacturing plans, configuration management, commercialization/transition, and audit preparations.
  • Demonstrated knowledge in one or more of the following areas: business planning, business development, or operational security review
  • At least six (6) years’ experience in specialized and focused company management assessment recommendations. For specific Small Business Innovation Research (SBIR) Small Business Concerns (SBC) provide specialized technical, manufacturing and management risk analysis leading to risk assessments/recommendations to inform government officials of business and technology transition risks and mitigations
  • Demonstrated knowledge and relevant current experience (three (3) years within the last six (6) years) in the following areas: Assertions (when a firm may be granted them, understand the basis of the assertion and the impact), Intellectual Property, Small Business Innovation Research (SBIR) technical data rights, SBIR/STTR law/policy, Federal contract law/policy, International Traffic in Arms Regulations (ITAR), and export regulations with regard to technology and how they apply to SBIR

DESIRED SKILLS AND QUALIFICATIONS:

  • Navy science and technology process experience
  • At least six (6) years of experience to be related to Navy acquisition including logistics, research and development, configuration management or systems analysis/design
