Project overview:

The Navy Maritime Operations Center Training Team (MOC TT) is comprised of USFF staff and contractor personnel, and Naval War College (NWC) staff and faculty.  The team provides Operational Level of War (OLW) training to MOCs at all NFC and NCC headquarters.  Through the use of tailored workshops, academics, and exercises, the Navy MOC TT prepares MOC staffs to form the nucleus of a JTF or joint forces maritime component commander (JFMCC).  Moreover, the team observes MOC processes to assist commanders in validating readiness, testing plans, or concepts, and executing mission specific training for future operating environments. For the purpose of this contract, a MOC is defined as a Numbered Fleet Commander (NFC)/Navy Component Commander (NCC) headquarters

Job Description Responsibilities:

Provide expertise to USFF to create a MOC TT that will provide a persistent operational level training capability to assist MOC staffs in forming, organizing, developing (man, train, equip), achieving proficiency in operational level of war (OLW) exercise execution, and sustaining capability/readiness in a disciplined and uniform manner.

Provide observer/trainer (O/T) functional support for exercise life cycle design and execution throughout the joint exercise life cycle (JELC).  The JELC is a two (2) year continuum consisting of planning conferences, major training events (MTEs), and sustainment training events (STEs).  MOC TT support is provided via tailored assist visits (TAV), training event observation, and other assistance as requested by a supported MOC.  The following tasks support these objectives:

1.            Assistance to MOC Staffs in Exercise Development, Design, Execution, and Assessment

2.            MOC TT observer trainer (O/T) Functional Expertise

3.            MOC TT OLW Recurring Tasks

Provide on-site interface with contractor personnel for overall management of the program, direct supervision of other MOC TT Contractor personnel, and direct interface with the contracting officer’s representative (COR) and MOC TT government lead.

Supervise and manager contractor fleet leads interface with supported MOC directors or designated personnel for overall management of the MOC training continuum.

Directly support USFF MOC operations and training events.

Required Skills and Qualifications:

Over 16 years military expertise including leadership positions; joint service officer (JSO) designation; five (5) years or greater performing in a senior level training or exercise position and in a management position associated with execution of the JELC required.

JTF level staff, CCDR level staff, NFC, NCC, commander task force (CTF) tour required.

Agreement to work for a minimum of one (1) year and shall be available immediately upon date of contract award.

Eligible for a Top Secret (TS)/Sensitive Compartmented Information (SCI)/Special Access Program (SAP) and Special Technical Operation (STO) security clearance.  If not currently in a position requiring a TS/SCI/SAP/STO, contractor personnel shall be within periodicity to attain a final TS/SCI/SAP/STO.

Demonstrated ability to act independently; work in cohesive collaborative team environment(s); have exceptional management, organizational, planning, and communication skills; meet goals within time and cost constraints; and be proficient with standard Microsoft Office Products.

Ability to travel worldwide for extended periods of time on short notice and shall have valid passports.  Ability to embark on U.S. Navy, USNS, or host nation ships when required.  May be required to enter war zones when augmenting MOC staffs for crisis or contingency operations.

Subject matter expert (SME) in one (1) or more fields of expertise.

Experience on NFC, NCC, or service equivalent staffs.

Bachelor of Arts (BA) or Bachelor of Science (BS) degree required

Desired Skills and Qualifications:

Senior level active duty military and/or DOD civilian experience.  Desired experience requirements can be satisfied with a combination of active duty, DOD civilian, and/or contractor experience.

6 months or more of joint duty in “Operation Iraqi Freedom (OIF),” “Enduring Freedom (OEF),” or other contingency operation desired.

Top level joint professional military education (JPME) and Master of Arts (MA), Master of Engineering (ME), or Master of Science (MS) degree desired.
