JOB TITLE: HR Analyst, Mid- F35 JPO 

PROJECT OVERVIEW:  

  • Project provides support to the F-35 Lightning II Joint Strike Fighter Joint Program Office (JPO) located in Crystal City (Arlington), VA. The JPO manages the development, test, production, fielding and sustainment of the F-35 Lightning II Joint Strike Fighter for the USAF, USMC, USN, and International Partner and FMS customer nations worldwide.  

JOB DESCRIPTION AND RESPONSIBILITIES:

This position provides advice/direction, management, program analysis, and project leadership on Total Workforce Management Processes for APD Partners and FMS, CPPs and FMS personnel, billet management, Talent Management Council/Board, in/out processing, as well as in updating the F-35 Personnel Data Systems. Candidate will be expected to:

    • Develop and maintain enterprise organizational charts to reflect current and future operational construct
    • Review and affect changes to personnel data systems and products to reflect current operational status
    • Improve the effectiveness and efficiency of the Workforce Management operations/ management within the organization
    • Assess existing organizational conditions and determine areas of strength and risk
    • Participate in working groups to plan and develop internal strategies to address management issues and concerns regarding improvement practices
    • Develop manpower posture reports in directed format and frequency for HR and Business Services leadership
    • Provide routine status reports, in directed format, of tasks/actions and metrics for IPT and Business Services leadership
    • Conduct anomaly and trend analyses to recommend improvements or develop/change strategic goals.
    • Conduct business data analysis of Human Resources information to ensure compliance with regulations
    • Lead analytical research studies and projects to develop new and/or revised policies and programs
    • Provide consulting and advising management on Human Resources, including change management, workforce transition and strategic planning

REQUIRED SKILLS AND QUALIFICATIONS:

  •  Security Clearance: Secret
    • Active Secret Security clearance
    • BS or BA degree in Business, Management or a degree relevant to the position. ALLOWABLE SUBSTITUTION: A minimum of five (5) years of total business experience in either a DOD weapon system program office or equivalent commercial setting can be substituted for a BS or BA degree
    • Advanced Proficiency in Microsoft Office Products to specifically include: Word, Power Point, Excel and Mail (to include advanced formulations and reporting techniques).
    • Excellent communications skills (oral and written)
    • A minimum one (1) year of total business process experience in either a DoD weapon system program office or commercial setting
    • A minimum four (4) years’ experience in research regarding workforce matters, training and development
    • Extensive experience in human capital policies and best practices in DoD or the federal government
    • Experience in developing and managing formal task management processes and toolsets
    • Demonstrated experience with independently performing duties and leading execution of tasks to completion
