This position is contingent upon contract award

Provide OPNAV Undersea Warfare Division (N97) requirements coordination support for Integrated Undersea Surveillance Systems (IUSS) to include Fixed Surveillance Systems (FSS), Mobile/surveillance Towed Array Surveillance System (SURTASS) and Deployable Surveillance Systems (DSS) International Programs. 


Support the Undersea Capabilities Branch, N974 B, in the responsibility for IUSS (Fixed, Mobile, Deployable) requirements development and portfolio management; and assist in requirements generation, budgeting and policy for these systems on and under the sea. Requirements Coordinators assist program Requirements Officers in review, processing, and monitoring execution of budgeted dollars against approved requirements; provides analysis as well as reports and data; and support Navy capability development processes. Specific tasks:

  • Assist OPNAV N974 Requirements Officers in coordinating with SYSCOMs, PEOs, program offices, other Navy and other Service staffs, the Fleet, TYCOMS, the Joint Staff, and other stakeholders by: reviewing queries, tracking issues and/or concerns, and preparing draft responses in the form of clear and concise briefs, point papers, emails, and memos.
  • Support collaboration of N974B IUSS Branch in conduct of International Program Management for Fixed Surveillance System (FSS) , Mobile/ Surveillance Towed Array Surveillance System (SURTASS), and Deployable Surveillance Systems (DSS).
  • Coordinate the draft, review, and report on international operational agreements (Memorandums of Understanding (MoUs)) signed at the Chief of Naval Operations (CNO N97) level and assist in the negotiation process.   Monitor actions by the program to ensure compliance with the MoUs.
  • Coordinate in review and evaluate submissions for changes to the IUSS Security Class Guidance(s) (SCGs). Draft responses to requests for interpretation of the SCG.   Lead dissemination of SCG, support training, awareness, and gather input for review based on OPNAV standard review cycles.
  • Coordinate and support in providing a security review of requirements for international programs.
  • Coordinate with Navy International Programs Office (NIPO) and acquisition program offices for drafting, reviewing, and disseminating Delegation of Disclosure Authority Letters (DDL) in support of International partnerships, MoUs, agreements, etc.
  • Coordinate and actively participate in N973B / N974B financial reviews. Support respective Requirements Officers and Branch Head during IUSS financial reviews for international concerns and for the N974B Branch.
  • Coordinate in the development and preparation of programmatic documents, acquisition documents, requirements documents, policy, support plans and/or other documents and analyses supporting requirements and capability development as directed by the IUSS Requirements Officer at the TS SCI classification level.
  • Provide analytic expertise and support for IUSS leadership meetings, Technical Interchange Meetings (TIMs), briefings, and workshops. Support the coordination and facilitation of IUSS meetings and technical conferences
  • Coordinate and liaison with Navy entities on IUSS international program and budget matters, including reviewing, processing and forwarding of POM/PR submissions, issue papers, emergent capability and funding requirements.
  • Coordinate and staff N974B IUSS Branch in conduct of Program Security for FSS, SURTASS, DSS and Integrated Common Processor/ Advanced Surveillance Build.
  • Maintain the Security Classification Guide (SCG) for the IUSS program.
  • Coordinate briefings for and attend international program meetings.
  • Coordinate with the IUSS program offices with the review of Technology Transfer and Security Assistance Review Board (TTSARB) packages related to IUSS and Undersea Warfare (USW) from NIPO.


Security Clearance: Top Secret/SCI

  • TOP SECRET clearance with SCI eligibility
  • Education – Bachelor’s degree in mathematics, statistics, business, law, engineering, physical science or management discipline such as business administration, accounting, finance, economics or a management information technology.
  • Experience – Ten (10) years of general experience highlighting project management, analyzing data and formulating conclusions from data analysis, complex problem solving, and organizational planning, management, and development. Specifically, knowledge is required in the following areas: Ship Maintenance, Ship Operations, Ship Support, and Fleet Training.
  • Ability to manage diverse taskings.
  • Familiarity with DoD requirements and budgeting processes.
  • Proficiency with executive correspondence and Microsoft Office products including Word, PowerPoint, and Excel.


  • Support staff experience at Joint Staff, OPNAV, HQMC, Army, Air Force, SPAWAR/NAVSEA or Program Executive Offices (PEOs)/Program Offices directly supporting Undersea systems and programs.
  • Experience includes regular interactions with staff and senior leadership internal and external to affiliated organization.
  • Operational Fleet experience (USN, USCG, USMC) in billets that maintain, modernize or utilize Undersea systems and programs.
  • International programs/offices support.
