This position is contingent upon contract award

Provide support to OPNAV N2N6F for warfighting integration, interoperability, and assessments through cross-functional reviews of maritime and information warfare concepts, programs, and initiatives. 


Support the assessment of maritime and information warfare concepts, programs, and initiatives in order to provide decision quality information and analytical underpinning for top-level decisions, particularly for Planning, Programming, Budgeting, and Execution (PPBE) efforts, aligning science and technology investments to Navy warfighting capabilities and concepts, and advancing coalition interoperability for information warfare. Specific tasks include:

  • Collect, utilize, and facilitate coordination for N2N6 and N81 information warfare assessments and issues of interest to support program valuation, weighted warfighting value / risk assessments, and graph capability (warfighting benefit) delivered vs. risk over time. Metric assessments will require use and application of Navy PPBE System, JCIDS, other associated processes, C4ISR issues, Information Management / Information Technology, fiscal law, and regulations applicable to Financial Management within DOD.
  • Assist N2N6 government personnel with acquisition, planning, and budget processes.
  • Review information technology technical writing such as Capability Development Documents (CDDs), Future Naval Assessments (FNA), and Force Structure Assessments (FSAs) while performing data collection and coordination with requirements support / other offices.
  • Provide strategy support, data synthesis, and cross-study correlation to assist N2N6 in developing POM investment strategies.
  • Aid in pre-briefing and preparation of working group members for meetings, plan meetings tasked for assessments lead, and attend proceedings in support of assessment processes.
  • Use modeling and simulation techniques and software to provide statistical and analytical underpinnings for N2N6 efforts including program valuation, weighted warfighting value and risk assessments, and capability / warfighting benefit delivered versus risk over time.
  • Support strategic direction of OPNAV N2N6 programs by assisting N2N6 in implementing strategic analysis and studies on Navy Information Warfare capabilities and technologies.


Security Clearance: Top Secret/SCI

  • TOP SECRET clearance with SCI eligibility.
  • Minimum Experience Required: 10 years of experience (Active/Reserve Duty, USG Civilian, or Defense Contractor) with at least of 2 years as a member on a high level Office of the Secretary of Defense or equivalent, Joint Staff, Combatant Command, Military Department or Service, or IC staff in the following areas:
    • Maritime policy, guidance and capabilities associated with the Office of the Secretary of Defense, Joint Staff, Combatant Commands, Military Departments / Services, IC, and US Interagency.
    • National Intelligence Enterprise and Intelligence Cycle services, processes and products
    • Provide high level decision makers with information regarding all facets of Information Warfare.
  • Familiarity with DoD/Navy programming and budgeting procedures (PPBE/POM).
  • Familiarity with Joint Capabilities Integration and Development System (JCIDS) and requirements development processes.
  • Proficiency with executive correspondence and Microsoft Office products including Word, PowerPoint, and Excel.


  •  Experience includes regular interactions with staff and senior leadership internal and external to affiliated organization.
  •  Ability to manage diverse taskings.
