JOB TITLE: Senior Engineer

PROJECT OVERVIEW:  

Qualified Individual will contribute to a variety of PNT engineering projects across the US Government providing multi-disciplinary support to Government acquisition program management offices and organizations. Candidate will manage and/or serve as a member of collaborative teams providing multi-disciplinary support to Government and industry. This individual will also serve as a senior advisor to Government and industry personnel providing a blend of operational and systems engineering expertise. Duties include proposing, planning, directing, and executing technical aspects of multiple projects. Candidate would work with senior Government personnel and may frequently be called on to generate briefings and support technical reviews. Candidate must be willing to perform on-site engineering tasks at SSC PAC (San Diego/Point Loma area). Position is currently part-time but could grow to full time in the future.

The candidate would be expected to lead WBB’s effort on site at SPAWAR Systems Center Pacific (SSC PAC) and support the USAF PNT Program Office (PNT PO) at Robins AFB, GA.  Candidates will be expected to work within rapid acquisition authority guidance, understanding how to tailor DoD systems engineering processes to accommodate rapid prototyping.  

JOB DESCRIPTION AND RESPONSIBILITIES:

Responsible for providing all or some of the following engineering services for Government customers:

  • Development, integration, and prototyping of proof of concept or Government reference PNT architectures leveraged in the acquisition of PNT subsystems fielded in Navy fleet and DoD aircraft weapon systems
  • Advising SSC PAC and PNT PO on how best to acquire equipment which satisfies civil and military mandates associated with assured PNT
  • Conducting systems engineering trade studies and technical analyses
  • Perform systems engineering planning, requirements generation, and task development and execution for assured PNT solutions
  • Evaluation of the performance of commercial off-the-shelf PNT products
  • Providing consultation to Government and WBB-internal customers on GNSS anti-jam, anti-spoof, and navigation warfare technologies
  • PNT subsystem verification, validation, and accreditation test planning
  • Evaluation of both present-day and notional threats to assured PNT

Responsible for providing acquisition management support services to ensure the effective and efficient delivery of acquisition services in support of the customer’s mission. Services include some or all of the following:

  • Developing strategies using rapid acquisition (Section 804) and other transactions authorities (OTAs).
  • Bid and proposal review/analysis
  • Project execution
  • Requirements, program strategies, and acquisition plan development
  • Other related services associated with the acquisition process

The ideal applicant is versatile, with a broad background and demonstrated ability to produce quality work. Must be comfortable in a challenging, collaborative, multi-tasking, dynamic, high-tempo, deadline-intensive environment with a flexible work schedule supporting multiple customers.  Applicants must also have excellent listening as well as oral and written communication skills and be able to work collaboratively with customers and colleagues. 

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Secret

  • Active Secret Clearance
  • Bachelor's Degree in electrical engineering, computer engineering or computer science. Candidates with other types of STEM degrees will be considered
  • At least seven years of experience in field of study
  • Experience as a systems integration engineer
  • Extensive knowledge of Service and OSD systems engineering policies and procedures and application to development, production and fielding of major weapon systems
  • Knowledge of DoD systems engineering policies and practices, such as cybersecurity or airworthiness
  • Ability to work effectively both independently and a part of a collaborative team
  • Extensive experience with Defense Acquisition management processes as contained in the DoD 5000 series directives required 
  • Excellent communications skills, both written and verbal  
  • Clear understanding of the OSD and Service Acquisition organization 

DESIRED SKILLS AND QUALIFICATIONS:

  • Top Secret Clearance – SCI eligible
  • At least seven years of PNT engineering experience and/or graduate degree in electrical engineering, computer engineering, computer science, or related STEM field
  • Experience with PNT subsystem integration into DoD weapon systems
  • Background in researching or developing non-traditional methods for automated positioning (such as celestial or vision-aided)
  • Exposure to software development for system-of-system PNT simulation environments
  • Experience implementing modular open systems architectures in hardware and/or software for navigation or communications
  • Experience prototyping software defined radios or software defined GNSS receivers
  • Level III DAWIA Certification in Systems Planning, Research, Development & Engineering (SPRDE) or Systems Engineering
  • Extensive familiarity with regulatory and statutory guidance involving systems engineering-based strategies and documentation and implementation into major weapon systems
  • Broad experience with development, coordination and communication of systems engineering-based strategies and recommendations with mid- and senior-level USAF and OSD personnel
