PROJECT OVERVIEW:  

This position is contingent upon contract award

The Deputy Chief of Naval Operations Information Warfare, Assured Command and Control Directorate (N2N6F1) is responsible for the oversight, resource sponsorship, spectrum management, and the cybersecurity of Navy tactical, operational, and enterprise communications, networks, and command and control systems.  

JOB DESCRIPTION AND RESPONSIBILITIES:

Provide support services to assist in Navy initiatives by reviewing processes, organizational structures, and ongoing efficiency efforts at the corporate, individual command and activity levels. The services are for strategic and operational level support services for liaison with commands, activities, units, and organizations, to include other Services, DOD, and international partners and Allies. Specific functions:

  • Support the Requirements Officers (ROs) for the Information Systems Security Program (ISSP) in executing OPNAV N2N6 policy direction for control, administration, and management of the ISSP and related initiatives, to include liaison with other Services, Joint Staff and other organizations.
  • Support the Navy's resource and requirements sponsor for Information Systems Security Program (ISSP) which consists of sub-programs: Cryptographic Equipment, Key Management, Secure Voice, Biometrics, Public Key Infrastructure (PKI), IA Readiness, IA Architecture and Engineering, any future Communications Security (COMSEC) Program.
  • Support program analysis and resource allocation of Navy’s information assurance portfolio for all OPNAV N2N6 programs and initiatives related to information assurance. Assist OPNAV N2N6 in preparing and reviewing Planning, Programming, Budgeting and Execution (PPBE) documentation, reports, briefs, statements on program status, and generate draft responses to queries from organizations external to OPNAV N2N6. This includes continual review and awareness of current funding in PBIS and iRAPS for assigned programs.
  • Support Requirements Officers in the validation and authorization for USN, USMC, and USCG units to receive Crypto equipment.
  • Support Requirements Officers on Communications Security (COMSEC) matters, to include coordinating information assurance efforts/initiatives with appropriate DOD and Service-level committees/panels/working groups, and evaluating technologies from Service laboratories, DOD agencies, government initiatives and commercial industry for satisfying capability related gaps.
  • Assist in drafting information assurance capabilities documents, reviewing, commenting, and staffing Joint Capabilities Integration and Development System (JCIDS) requirements documents related to information assurance in Navy and Joint forces.

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Top Secret/SCI

  • TOP SECRET clearance with SCI eligibility
  • Minimum Experience: 10 years of experience (at least five years of which were in a managerial capacity) in capability definition and operation of IT, space systems, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and/or unmanned systems.
  • Ability to manage diverse taskings.
  • Familiarity with DoD and Navy information assurance, information security, and cybersecurity requirements, policies, and processes.
  • Familiarity with DoD PPBE/POM planning and execution.
  • Proficiency with Microsoft Office products including Outlook, Word, PowerPoint, and Excel.

DESIRED SKILLS AND QUALIFICATIONS:

  • Support staff experience at Joint Staff, OPNAV, HQMC, Army, Air Force, SPAWAR or Program Executive Offices (PEOs)/Program Offices directly supporting IA and cyber programs.
  • Experience includes regular interactions with staff and senior leadership internal and external to affiliated organization.
  • Knowledge of Capital Planning and Investment Control; development of Enterprise Architectures, Standards, Governance, Policy; Information Assurance/Security; the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) Process; and Naval concepts.

WORK LOCATION: Arlington, VA
