PROJECT OVERVIEW:  

This position is contingent upon contract award

Provide strategic and operational level support for Navy programs / projects that influence requirements for afloat and ashore Information Technology (IT) systems, infrastructure, networks, and architectures, at both the enterprise (Navy and DoD) and tactical level. 

JOB DESCRIPTION AND RESPONSIBILITIES:

Provide the Resilient Networks Branch of the Assured Command and Control (AC2) Division (N2N6F1) with compliance support services to assist in Navy initiatives by reviewing processes, organizational structures, and ongoing efficiency efforts at the corporate, individual command and activity levels. Specific tasks include:

 

  • Provide compliance monitoring, tracking, and support services to help ensure all DoD CIO, DoN CIO, and Deputy DoN CIO, Navy (DDCIO(N)) governance policies, directives and processes are being enforced.
  • Provide coordination support to the appropriate Functional Area Managers (FAMs), including the Enterprise Services FAM and the Command and Control FAM, to ensure proper DADMS and DITPR-DON reporting, to support system and application analysis, and to fulfill FISMA compliance reporting requirements.
  • Track, evaluate and support DDCIO(N) adjudication of IT procurement requests in accordance with designated governance and policy thresholds and associated metrics.
  • Coordinate with appropriate stakeholders to capture, evaluate, and report all required process metrics in support of DoD, DoN, and DDCIO(N) governance policies and directives.
  • Review all DoD, DoN, and DDCIO(N) IT policies and processes for applicability. Prepare impact assessments and recommended changes and/or additions as appropriate to ensure enforcement is achievable, effective and meaningful.
  • Prepare briefs, spreadsheets, papers, proposed responses, recommendations, and other documents as required in support of the above compliance tasks.
  • Maintain an organized historical reference containing all applicable governance and compliance documents, spreadsheets, briefs, directives, policies, and papers for a minimum of the past five POM cycles.

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Top Secret/SCI

  • TOP SECRET clearance with Sci eligibility
  • 7 years of experience (at least three years of which were in a managerial capacity) in capability definition and operation of IT, space systems, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and/or unmanned systems.
  • 5 years of overall experience in AC2 IT programs, projects, and initiatives in following areas (min 4): Next Generation Enterprise Network (NGEN), Consolidated Afloat Networks and Enterprise Services (CANES), Shore Tactical Assured Command and Control (STACC), Data Center Consolidation (DCC), Cloud Computing (CC), Enterprise Software Licensing (ESL), Next Generation Enterprise Network (NGEN), Consolidated Afloat Networks and Enterprise Services (CANES), Shore Tactical Assured Command and Control (STACC), Data Center Consolidation (DCC), Cloud Computing (CC), Enterprise Software Licensing (ESL). 
  • Ability to manage diverse taskings.
  • Familiarity with DoD and Navy information assurance, information security, and cybersecurity requirements, policies, and processes.
  • Proficiency with executive correspondence and Microsoft Office products including Word, PowerPoint, and Excel.

DESIRED SKILLS AND QUALIFICATIONS:

  • Support staff experience at Joint Staff, OPNAV, HQMC, Army, Air Force, SPAWAR or Program Executive Offices (PEOs)/Program Offices directly supporting IA and cyber programs.
  • Experience includes regular interactions with staff and senior leadership internal and external to affiliated organization.
  • Support staff experience at Joint Staff, OPNAV, HQMC, Army, Air Force, SPAWAR/NAVSEA or Program Executive Offices (PEOs)/Program Offices directly supporting C2 systems and programs.
  • Experience includes regular interactions with staff and senior leadership internal and external to affiliated organization.
  • Knowledge of Capital Planning and Investment Control; development of Enterprise Architectures, Standards, Governance, Policy; Information Assurance/Security; the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) Process; and Naval concepts.

WORK LOCATION: Arlington, VA 

TRAVEL: 5-10%
