PROJECT OVERVIEW:  

This position is contingent upon contract award

Provide strategic and operational level support for Navy programs and projects that influence requirements for afloat and ashore Information Technology (IT) systems, infrastructure, networks, and architectures, at both the enterprise (Navy and DoD) and tactical level. 

JOB DESCRIPTION AND RESPONSIBILITIES:

Provide the Resilient Networks Branch of the Assured Command and Control (AC2) Division (N2N6F1) with cost modeling and estimating support services to assist in Navy initiatives by reviewing processes, organizational structures, and ongoing efficiency efforts at the corporate, individual command and activity levels. Specific tasks include:

 

  • Assist with overarching enterprise cost modeling and estimating responsibilities by collaborating with the AC2 IT portfolio ROs to provide an integrated enterprise cost perspective.
  • Conduct extensive, comprehensive, and highly complex data mining efforts. Provide rapid fusion of analytic data to support data-driven decision-making at the enterprise level. Apply critical thinking to create very short-fused executive level data stories, in graphical context (via briefs and tables, using presentation software) to drive Navy IT decisions.
  • Identify and categorize Navy-wide IT spend by Resource Sponsor and Budget Submitting Office. Develop appropriately formatted summaries for Flag Officer and Senior Executive Service (SES) leadership across the OPNAV staff.
  • Develop, maintain, and promote Cost Models and Estimates that capture the Total Cost of Ownership (TCO) for each of the AC2 IT portfolio programs. TCO models must include identifiable resources expended outside of the programs’ budgets (i.e., estimated gray IT spend). Cost Modeling includes cost forecasting using external and internal data to drive quantitative analysis and mathematical functions written by the contractor in order to provide senior leadership with data-driven options for strategic and tactical execution.
  • Validate cost models developed using data from historical POM / budget data records, from requirements (funded and unfunded) captured across all AC2 IT portfolio programs, and from identifiable “gray IT” spend mined from databases developed through data mining as well as from data calls to SYSCOMS, TYCOMs, Budget Submitting Offices, and other Fleet organizations. Present each model and its associated assumptions / validation criteria to the Branch Head for approval and revision guidance.
  • Prepare and present briefs, spreadsheets, papers, recommendations, and other documents in support of cost modeling and estimating tasks.
  • Maintain an organized historical reference containing up-to-date versions of all applicable cost models, as well as all related documents, spreadsheets, briefs, directives, policies, and papers for a minimum of the past five POM cycles.

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Secret

  • Minimum Experience: 10 years of experience (at least five years of which were in a managerial capacity) in capability definition and operation of IT, space systems, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and/or unmanned systems.
  • Ability to manage diverse taskings.
  • Familiarity with DoD and Navy cost estimating procedures and policies.
  • Proficiency with executive correspondence and Microsoft Office products including Word, PowerPoint, and Excel.

DESIRED SKILLS AND QUALIFICATIONS:

  • Support staff experience at Joint Staff, OPNAV, HQMC, Army, Air Force, SPAWAR or Program Executive Offices (PEOs)/Program Offices directly supporting IT and IA programs.
  • Experience includes regular interactions with staff and senior leadership internal and external to affiliated organization.
  • Knowledge of Capital Planning and Investment Control; development of Enterprise Architectures, Standards, Governance, Policy; Information Assurance/Security; the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) Process; and Naval concepts.
