This position is contingent upon contract award

Provide strategic and operational level support for Navy programs and projects that influence requirements for afloat and ashore Information Technology (IT) systems, infrastructure, networks, and architectures, at both the enterprise (Navy and DoD) and tactical level. 


Provide the Resilient Networks Branch of the Assured Command and Control (AC2) Division (N2N6F1) with budgeting support services to assist in Navy initiatives by reviewing processes, organizational structures, and ongoing efficiency efforts at the corporate, individual command and activity levels. Specific tasks include:


  • Provide resource identification, tracking, and integration support services to ensure Fleet and Requirements Officer (RO) budget priorities and objectives are fully articulated and synchronized across all AC2 IT programs.
  • Prepare budget related briefings, spreadsheets and point papers on a wide array of topics in preparation for Program Objective Memorandum (POM) activities and Offset Drills.
  • Support the RO and OPNAV N2N6’s role as the Resource Sponsor in all phases of the budgeting process, the DoD acquisition process, technology integration processes, and logistics life cycle management processes. Prepare information papers, memos, and briefs, including recommendations for integrating OPNAV N2N6 goals and priorities into the appropriate processes.
  • Analyze historical, current, and future program financial needs to assess funding status, to determine impacts due to shortfalls, to develop draft deficiency statements, and to develop recommendations to satisfy requirements.
  • Provide analysis of Operations and Maintenance (OMN), Procurement (OPN) and Research, Development, Test and Evaluation (RDT&E) obligation and expenditures with regard to established benchmarks. Recommend courses of action to address identified discrepancies and realign under-executed budgets. Coordinate the implementation of selected solutions.
  • Prepare and review programming and budgeting documentation, including reports, briefs, statements on program status, and long-range budget requirements. Generate draft responses for the Requirements Officer and/or other government officials
    to queries from organizations external to OPNAV N2N6, including Congressional queries.
  • Identify and report N2N6 budget equities and priorities for warfighting mission capability analyses supporting the Program Objective Memorandum (POM) cycle. Analyze proposed and/or existing modeling & simulation plans and studies. Provide cost summaries, briefs, and/or recommended positions to support N2N6 POM planning.
  • Verify accuracy of financial data contained in, or provided in response to, all Congressional budget documents, including requests for information, appeals, information papers, back-up files (BUFs), and point papers. Summarize and report all relevant financial detail.
  • Track, analyze, and report on the accuracy of accounting for investments as organized within the Intranet Resource Allocation Planning System (iRAPS), the Planning Budget Information System (PBIS), and the Planning Budget Information System – Information Technology (PBIS-IT) databases.
  • Maintain a comprehensive list of prioritized issues, including funding status.
  • Assist the RO in identifying or developing execution year spend plans. Schedule and coordinate comprehensive quarterly reviews for each.

  • Minimum Experience: 10 years of experience (at least five years of which were in a managerial capacity) in capability definition and operation of IT, space systems, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and/or unmanned systems.
  • Experience in AC2 IT programs, projects, and initiatives in following areas (min 4): Next Generation Enterprise Network (NGEN), Consolidated Afloat Networks and Enterprise Services (CANES), Shore Tactical Assured Command and Control (STACC), Data Center Consolidation (DCC), Cloud Computing (CC), Enterprise Software Licensing (ESL), Next Generation Enterprise Network (NGEN), Consolidated Afloat Networks and Enterprise Services (CANES), Shore Tactical Assured Command and Control (STACC), Data Center
  • Consolidation (DCC), Cloud Computing (CC), Enterprise Software Licensing (ESL).
  • Working knowledge of ALL of the following financial and IT systems databases: iRAPS, PBIS, PBIS-IT, DITPR-DON, and DADMS.
  • Ability to manage diverse taskings.
  • Familiarity with DoD and Navy PPBE/POM and budgeting requirements, policies, and processes.
  • Proficiency with executive correspondence and Microsoft Office products including Word, PowerPoint, and Excel.



  • Support staff experience at Joint Staff, OPNAV, HQMC, Army, Air Force, SPAWAR or Program Executive Offices (PEOs)/Program Offices directly supporting IT and IA programs.
  • Experience includes regular interactions with staff and senior leadership internal and external to affiliated organization.
  • Knowledge of Capital Planning and Investment Control; development of Enterprise Architectures, Standards, Governance, Policy; Information Assurance/Security; the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) Process; and Naval concepts.
