The Deputy Chief of Naval Operations (Manpower, Personnel, Training and Education MPTE) (DCNO, MPTE) (N1) / Chief of Naval Personnel (CNP) implemented an MPTE Transformation effort to modernize the function of the MPTE domain to make it more efficient and cost-effective; with the ultimate goal of placing the Navy on the cutting edge of personnel management by reducing the reliance on customized programs and services. The MPTE Transformation is a holistic, end-to-end effort intended to streamline personnel management processes, organize more effectively around the work, and modernize the enterprise to dramatically improve quality of service to Sailors, Fleet Commanders, and the Navy as a whole. The N1 Results Delivery Office (RDO) requires support to facilitate Human-Centered Design (HCD) across the MPTE Enterprise to include collaboration with Force Management (FM), Force Development (FD), and Enterprise Support (ES) Business Design Owners (BDO) to maximize the effectiveness of the initiative. 


The individual filling this position will lead a team to implement Business Model Transformation and Human Resources (HR) Transformation/Service Delivery utilizing COTS-based solutions.

  • Lead a geographically dispersed team of 50+ members through a Deputy PM and multiple site / task focused program and project managers.
  • Provide day-to-day project management support for MPTE transformation projects including coordination of initiatives, project schedules and reporting.
  • Execute contract meeting cost, schedule, and performance requirements.
  • Ensure all contract deliverables are submitted in accordance with the PWS.


Security Clearance: Clearable for Secret

  • Ability to obtain and maintain a SECRET security clearance
  • Bachelorís degree. 
  • Minimum of 15 years of experience in Program Management
  • Minimum of 4 years of experience in Business Model Transformation, HR Transformation, and HR Service Delivery
  • Program manager experience leading diverse and geographically dispersed teams.
  • Outstanding communication skills, oral and written.
  • Proficient in MS Office tools.


  • Prior uniformed military experience. Human resources disciplines a plus.
  • Navy human resources business process re-engineering or transformation experience.
  • Experience implementing COTS-based business process improvement across diverse organizations.
  • Ability to collaborate with a wide range of stakeholders to improve customer experience.
  • Ability to analyze organizational requirements and recommend technology solutions and/or change in organization processes.
  • Project Management Professional (PMP) or equivalent.
