PROJECT OVERVIEW:  

This position is contingent upon contract award

The Deputy Chief of Naval Operations (Manpower, Personnel, Training and Education MPTE) (DCNO, MPTE) (N1) / Chief of Naval Personnel (CNP) implemented an MPTE Transformation effort to make the MPTE more efficient and cost-effective. The N1 Results Delivery Office (RDO) requires support to facilitate Human-Centered Design (HCD) across the MPTE Enterprise to include collaboration with Force Management (FM), Force Development (FD), and Enterprise Support (ES) Business Design Owners (BDO) to maximize the effectiveness of the initiative. 

JOB DESCRIPTION AND RESPONSIBILITIES:

The support will require direct interactions with action officers and program managers across MPTE as well as other Navy enterprises. Position requirements include experience in business model transformation, Human Resources (HR) transformation, and HR service delivery utilizing various COTS based technologies. Responsibilities include the following:

  • Provide day-to-day project management support for MPTE projects including coordination of initiatives, project schedules and reporting 
  • Develop and manage master transformation plans, integrated master transformation schedules 
  • Provide critical path analysis, plans of action and milestones (POAMs), timelines, work breakdown schedules, user reports and communications plans 
  • Develop criteria to measure program accomplishments and/or develop new approaches for program evaluation 
  • Support Program Objective Memorandum (POM) development 
  • Monitor Field Team progress, schedule, and metrics 
  • Support BDO rapid solution development and testing 
  • Partner with relevant stakeholders to innovate, develop solutions and deliver results in support of transformation efforts 
  • Support BDO in determining re-design priorities 
  • Conduct workshops with stakeholders to discover innovative solutions to improve the Sailor experience 
  • Support RDO field teams and empower BDO to affect ongoing process improvement 
  • Provide briefing development, metrics synthesis, online log maintenance and scheduling support 
  • Develop customer-centered design collateral materials (customer personas, customer journey maps and prototype session outputs) to support business process re-engineering and design 
  • Support analysis of MPTE personnel processes and organizational requirements 

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Clearable for Secret

  • Ability to receive and maintain a SECRET security clearance
  • Bachelorís degree in mathematics, statistics, business, law, engineering, social sciences, physical/applied sciences or management discipline. 
  • Minimum of 10 years general experience in program management, data analysis, financial analysis, marketing and public affairs, organizational management, and business process improvement.
  • Outstanding communication skills, oral and written. 
  • Proficient in MS Office tools (Words, Excel, PowerPoint).

DESIRED SKILLS AND QUALIFICATIONS:

  • Prior uniformed military experience and human resources disciplines a plus.
  • Navy human resources business process re-engineering or transformation experience.
  • Project Management Professional (PMP) or equivalent.

WORK LOCATION: Millington, TN
