Mid-Level Budget/Financial Support Analyst

Job Description

Contractor shall provide budget and fiscal management support to all Commander, Navy Regional Maintenance Command (CNRMC) Budget/Financial Division is accountable for all of the Planning/Scheduling, cost information, workload recommendations, specifications and estimates for all Chief of Naval Operations (CNO) sponsored availabilities. CNRMC is responsible in preparation of workload forecasting to support the Baseline Assessment Memorandum (BAM) to oversee overall financial management policy, submissions, reporting, and forecasting for financial resource projections and execution. Contractor will provide budgeting, financial management, and business process expertise to the Fleet’s life cycle requirements for in-service, non-nuclear surface ships and floating dry docks. Additional requirements include:

  • Support to the Annual Budget Planning Process that is consistent across RMCs that supports the Navy Planning Programming Budgeting Execution System (PPES) process.
  • Support for financial data call/reports from NAVSEA and Fleet leadership that impact the RMC Enterprise.
  • Conducting workload forecasting and cost analysis on RMC products and functions (i.e. Total Ship Readiness Assessment (TSRA)) to support budgetary increases/decreases across the RMC Enterprise.
  • Assisting CNRMC in monitoring, minimizing risks in, and prioritize output of financial execution of RMC mission workload, as well as reimbursable workload.

Qualifications

Basic Qualifications: Experienced Budget/Financial Manager with a minimum of 3 years combined education/technical experience, preferably with Naval Sea Systems Command and/or RMC operations. Position requires an understanding of Navy operations and normal coordination between surface ship maintainers and operators. MS Office and intermediate computer skills are required.

Additional Qualifications: Experience with financial management techniques and tools; Demonstrated experience working in PPES; Verifiable experience in arranging, managing & auditing travel according to JFTR and DTS; Significant experience in utilizing MS Excel for financial spreadsheet analysis and MS PowerPoint for presentations; Experience in preparing/routing official correspondence is strongly preferred; Experience with supply management and logistical support is preferred.
