PROJECT OVERVIEW:

The Air Force Program Executive Officer for ISR & SOF (AFLCMC/WI) has the collective Air Force Materiel Command (AFMC) mission responsibility for equipping ISR & SOF warfighters to dominate the battlespace. In order to meet current and projected workload requirements in support of AFLCMC/WI, the Government must augment its organic (military and civil service) capabilities within the Global Hawk Division (AFLCMC/WIG) with Advisory and Assistance Services (A&AS) support

JOB DESCRIPTION AND RESPONSIBILITIES:

  • Provide DoD acquisition logistics and sustainment support in all phases of the defense acquisition framework
  • Perform the Government Furnished Property (GFP) specialist duties, providing logistics planning and execution support of Global Hawk FMS weapon systems and sub-systems, and overall requisitioning and control of GFE, CSE, and PSE contract obligations
  • Engage with customers, prime contractor, other AFMC centers and program offices, USN, SAF/OSD, NSA, JUSMAGK, and other organizations as required to provision international Global Hawk weapon system GFP
  • Assist in ordering, tracking, and monitoring all GFE/CSE/PSE line items, and assist with assessing GFE/CSE/PSE plans, cost projections, and schedules
  • Assess, monitor, and mitigate risks and resolve issues related to GFP and CSE/PSE logistics
  • Assist in interface with DCMA for in-process GFE logistics program, contractor compliance/implementation/control of GFE in its possession, and Government surveillance/GFE inventory
  • Monitor customer accountability and resolution of GFE/CSE/PSE plans and any associated issues
  • Provide guidance on issues related to GFE/CSE/PSE logistics and shall monitor GFE deliverables††
  • Participate in FMS and DCS case reviews, PMRs, technical interchange meetings, design reviews, test readiness reviews, configuration review boards, technical working groups, configuration audits, product acceptance reviews, reliability and maintainability working groups, interoperability working groups, logistics/sustainment reviews, and other working level meetings
    • Assist in writing and developing contract SOW documents and CDRLs designed to govern the international Global Hawk FMS weapon systems procurement
    • Arrange for prime contractor use of required government-furnished facilities needed to deliver the International Global Hawk systems
    • Assist the USG Program Office team in accountability for FMS case GFE/PSE plans and in resolution of any associated issues

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Secret

  • Active US Collateral Secret security clearance
  • Possess a valid USG passport and be able to travel to CONUS or OCONUS locations; Shall possess or be able to obtain a NATO Secret Clearance
  • Masterís degree in a field relevant in functional area
    • Eight (8) years of additional work experience may be substituted for a Masterís degree
    • Four (4) years of additional work experience plus a Bachelorís degree may be substituted for a Masterís degree. At a minimum, at least five years of any Seniorís experience must have been performed on DoD programs/projects
  • Ten (10) years of relevant experience

DESIRED SKILLS AND QUALIFICATIONS:

  • Ten (10) yearsí experience in a DoD program office in an acquisition logistics role
    • Preferable in a USAF program office
    • Experience in USAF and/or DoD contracts to include monitoring deliverables
    • Five (5) yearsí experience in FMS case involvement
    • Previous Global Hawk, UAV, or ISR logistics experience
