JCIDS Senior Analyst-OPNAV N98

The Air Warfare Division (OPNAV N98) balances war fighting requirements with available financial resources to provide an investment strategy intended to minimize Naval and Marine Corps aviation war fighting risks. OPNAV N98 is primarily responsible for building, integrating, and defending the annual Program Objective Memorandum (POM) for all Naval Aviation Programs. 

This position provides training and serves as a JCIDS process Subject Matter Expert (SME) to the OPNAV N98 personnel. Major responsibilities include one-on-one and one-on-many procedural and best-practices training sessions for JCIDS, requirements documentation, Defense Acquisition, Program Management, DODAF, and T&E expertise for OPNAV (N98) staff and others. Provide program or situation-specific JCIDS process Defense Acquisition process documentation, DODAF, and DOD T&E requirements related advice/ assistance to OPNAV (N98) leadership, staff and others.


Provide Training and act as Subject Matter Expert (SME) to N98 personnel regarding the JCIDS process to include the following tasks:

  • Use government provided information and direction to draft, edit, review and assist with the staffing of requirements documentation including: Initial Capabilities Document (ICD), Information System (IS) ICD, Capabilities Development Document (CDD), Abbreviated Acquisition Program (AAP) Requirements Memorandum, Statement of Functionality (SOF), Quick Reaction Assessment (QRA) Request Letters, Rapid Deployment Capability (RDC) letters, Rapid Development and Deployment (RDD) Letters and inputs for Test and Evaluation Master Plans (TEMP).
  • Assist in reviewing and analyzing resolution options to Navy and Joint requirements documentation comments.
  • Attend government meetings that can influence requirements generations or updates such as: Naval Aviation Requirements Group (NARG), Critical Design Reviews (CDR), and Program Reviews/ Meetings and provide requirements based analysis to OPNAV (N98) staff.
  • Assist in drafting Study Plans and guidance for Capabilities Based Assessments (CBA) and Analysis of Alternatives (AoA).
  • Monitor CBAs and AoAs and provide requirements based analysis to OPNAV (N98) staff.


Security Clearance: Top Secret

  • Active TOP SECRET clearance
  • 15 years’ experience recommending inputs for, reviewing, drafting, and staffing OPNAV requirements documentation.
  • Certified DOD Acquisition Professional (Level II) or Program Management DAWIA (Level II) or Systems Planning, Research. Development and Engineering (SPRDE) Systems Engineer (Level II) or Systems Planning, Research. Development and Engineering (SPRDE) Program Engineer (Level II)
  • Minimum 3 years’ operational fleet experience
  • DOD Program Office acquisition experience
  • Familiarity with OPNAV organizational structure, mission and roles.
  • Expertise in the use of MS Office Suite and Adobe Acrobat


  • Possess experience related to the use and management of relevant databases including Program Budget Information System (PBIS) Web, PBIS Database, Resource Allocation Model (Dualie Generator), Congressional Information Management System (CIMS)
  • Master’s Degree in Engineering or Business
