JOB TITLE: Senior Financial Analyst (FMS) - NAVAIR

PROJECT OVERVIEW:

Provide for full-time Senior Financial Analyst support for Foreign Military Sales (FMS) to the Air-to-Air Missiles Program Office (PMA259) at Naval Air Station Patuxent River, Maryland.

JOB DESCRIPTION AND RESPONSIBILITIES:

  • Provides Foreign Military Sales (FMS) financial management support from implementation to case closure
  • Leads the execution of complex tasks
  • Performs more complex analytical and evaluative work requiring a comprehensive knowledge of: (1) FMS theory and principles; (2) FMS financial and management organization, operations, and practices; and (3) pertinent statutory or regulatory provisions
  • Assists program/project personnel with FMS financial tracking, budget formulation, execution and overall financial support
  • Track financial transactions with NAVY ERP software
  • Provides support with a variety of financial reports and analysis utilizing Management Information System for International Logistics (MISIL) and Defense Integrated Financial Systems (DIFS)

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Secret

  • Active Secret security clearance
  • Education: MS or MA degree in a Business or Management field. Allowable Substitution: BS or BA degree and an additional four (4) years of financial management experience can be substituted for an MS or MA degree
  • Experience: At least eight (8) years of financial management experience, six (6) of which must be within FMS
  • Navy ERP knowledge is required
  • Knowledge and demonstrated understanding of Department of Defense (DOD) policies and Navy regulation as set forth in the Security Assistance Management Manual (SAMM, DOD 5105.38-M) and the Financial Management Regulation (FMR, DOD 7000.14R) is required

DESIRED SKILLS AND QUALIFICATIONS:

  • Financial management experience to include financial analysis of business programs, development of cost estimates, program status reports, and DON procurement policies and procedures experience is desired
  • Specific experience in FMS Case Closure
