Senior Data Analyst – SECNAV HCS

JOB TITLE: Senior Data Analyst – SECNAV HCS


Support the Navy’s Human Capital Strategy (HCS) Task Force deputy Program Manager (DPM), responsible for the overall day-to-day management and coordination of the HCS PMO implementation effort. Provide support in the following areas: : (1) Serve as key leader of data analysis efforts across the task force (2) Manage the development and tracking of pilot project metrics; (3) Analyze human relations data to identify trends and support strategy implementation; (4) formal communications on HCS pilots with the Navy organizations that will participate in the pilot(s), and (5) developing briefings, data visualizations, and other deliverables to support strategy implementation.


  • Coordinate data analysis and metric development and tracking across all pilot projects
  • Develop innovative solutions to measuring project performance and presenting data
  • Assist Pilot Project leads with developing measurement plans, establishing baseline data analysis, and using data to “tell a story”
  • Support the design of the governance model, processes, and procedures used to manage the execution of the pilots
  • Support the development of high-level ROI/Business case for each of the five strategy anchors based on the pilots aligned to each anchor
  • Brief senior task force leadership on pilot project and overall data analysis results
  • Responsible for reviewing work products for completeness, formatting, to confirm adherence to client requirements
  • Support development of multi-year rollout plans for successful pilots, approved by the ASN M&RA and the SECNAV/UNSECNAV


Security Clearance: Secret

  • Active Secret Clearance
  • Must Be a U.S. Citizen
  • Bachelor’s degree in Computer Science, Engineering, or related field.
  • Minimum of 7 years of consulting and data analysis experience with a commercial or federal client
  • Experienced developing data visualizations using Microsoft Power BI or other business intelligence software
  • Expert knowledge of PowerPoint and Excel
  • Experienced in supporting and conducting client meetings and presentations and leading the development and presentation of client deliverables
  • Ability to work in fast-paced environment and meet deadlines
  • Strong requirements gathering and problem-solving skills
  • Ability to work independently and develop innovative solutions to solve problems
  • Working knowledge of SharePoint


  • Experience using SQL, Python, and R
  • Master’s degree in technical field
  • Project Management experience
  • Experience with HR data
  • Experience working with DoD
