The Deputy Chief of Naval Operations for Fleet Readiness (OPNAV N43) is an organization that shapes, innovates and leads Navy readiness. OPNAV N43 is the voice of the Fleet readiness and is the OPNAV advocate on all readiness issues. OPNAV N43’s mission is to enable and sustain Navy readiness of the Fleet now and in the future. This includes the issuance of relevant policy, requirements oversight, requirement assessments, and mechanisms to meet leadership defined requests for information, taskers, and analysis. OPNAV N43 is composed of the five main branches. These are Financial & Integration, Ship/Submarine Readiness, Aviation Readiness, Fleet Training & Readiness Reporting, and Expeditionary Readiness. All branches use accredited readiness models as a basis to provide information and validate requirements over the course of the Future Years Defense Program (FYDP). The purpose of this requirement is to enable integrated technical and professional Fleet Readiness modeling services to branches within the OPNAV N43 branches. Period of performance is 29 September 2013 through 16 July 2016
Job Description Responsibilities:
Support the OPNAV N43 activities by analyzing and articulating the components of readiness including availability, maintenance, operational tempo, training, and other factors, for Naval Maritime Operations (surface and underwater warfare).
Provide support to N43 in identifying, providing and validating requirements through the development of applicable models.
Provide computer expertise to assist in the operation, maintenance, and upgrade of multiple separately managed models including Operations and Sustainment (O&S) support to the web applications for both the Ship Operations Model and Ship Maintenance Models.
Support the combination of these models into a flexible fully integrated portfolio of Fleet Readiness Models that provide relevant information for OPNAV decision makers.
Incorporate N43 user requirements in the models. Upgrade models to meet evolving requirements.
Employ models to support program planning and execution support to enable N43 activities. This includes but is not limited to maintaining record of costs, schedules, milestones, configuration plans, technical documentation, etc.
Provide readiness modeling analysis to support of N43 in assessing the requirement for all maitime readiness accounts.

Required Skills and Qualifications:
Software modeling experience
Educational Requirements: Bachelor’s degree from an accredited college or university.
Experience Requirements: At least four (4) years of intensive and progressive experience in the individual’s field of study and specialization.
