As a component of the Department of Homeland Security (DHS), the US Citizenship and Immigration Services (USCIS) focuses exclusively on the administration of benefits and immigration services while enhancing national security.  To address these concerns, the USCIS has embarked on an enterprise-wide Transformation Program that will transition the agency from a fragmented, paper-based filing operational environment to a centralized, consolidated environment, utilizing state of the art case management tools, and paperless adjudication process.

Our team provides Project Management, Release Management and Program Management services to the Office of Transformation Coordination (OTC) in support of this large-scale software development project.  These services include planning, requirements definition, development, testing, quality control and implementation phases of the transformation solution.  We also plan and implement processes and procedures used in Agile Systems Engineering Life Cycle (SELC) methodologies.

Our Capability Delivery Division (CDD) team assists OTC with management support, SELC support, and document review support for managing releases under which the solution will be delivered.


The candidate will serve as an Agile Team Member on WBB’s Capability Delivery Division (CDD) team to:

  •  Provide dedicated on-site support to the Project, Release and Program Managers including meeting facilitation, coordination and documentation.
  • Participate in Release-level meetings such as the Release Kick-Off, Sprint Kickoff, Sprint Planning Review, Daily Standup, Production Readiness Review and Release and Sprint Retrospectives.
  • Assist in developing and maintaining relationships with other organizations, business process groups and infrastructure groups (both federal and contractor).
  • Provide logistical support for team and sub-team ad hoc and regularly scheduled meetings; document meeting notes and track action items through resolution.
  • Monitor release and provide status reporting.
  • Assist Project Manager prepare release gate documentation
  • Assist with status reports to Program Management.
  • Update SharePoint site including the team’s document libraries, calendar, Decision Log and development artifacts related to the Release.  Help maintain the site according to enterprise standards.
  • Assist in developing presentations for governing bodies and authorities.
  • Develop and maintain artifacts and other program documentation.
  • Support the development and prioritization of the Product Backlogs.
  • Assist with administering program governance processes.
  • Identify and implement best practices to increase value and standardization.
  • Identify dependencies and risk mitigation plans.


  • Bachelor of Science in Business Administration or other discipline and experience on large-scale software development projects.
  • Experience in Agile software development methodologies.
  • Excellent written and oral communication skills.
  • Strong organizational skills and attention to detail.
  • Proficiency in Microsoft Office (Outlook, Word, Excel, Power Point) and other tools (MS Visio, MS Project, SharePoint).
  • Experience in some or all phases of the Systems Engineering Lifecycle (SELC) process including planning, requirements definition, development, testing, implementation and operations & maintenance.
  • Client relations experience.
  • Experience working effectively in a team environment
  • Business analysis skills.


  • Certified Scrum Master (CSM) certificate preferred.


SECURITY CLEARANCE REQUIRED: Able to obtain / maintain DHS USCIS Clearance
