PROJECT OVERVIEW:  

This position is contingent upon contract award

The Air Force Program Executive Officer for ISR & SOF (AFLCMC/WI) has the collective Air Force Materiel Command (AFMC) mission responsibility for equipping ISR & SOF warfighters to dominate the battlespace. In order to meet current and projected workload requirements in support of AFLCMC/WI, the Government must augment its organic (military and civil service) capabilities within the Global Hawk Division (AFLCMC/WIG) with Advisory and Assistance Services (A&AS) support.   

JOB DESCRIPTION AND RESPONSIBILITIES:

  • Initiate and develop Enterprise ISR requirements onto Global Hawk sensor modernization in regard to SAR and beyond such as Multi-Spectral (EO/IR/SAR).
  • Serve as Global Hawk sensor expert to lead Image Quality Working Group initiatives and deliver resolution recommendations to the Executive Steering Committee. It includes telecon support, participation in image quality working group TIMs, and travel as required.
  • Support the definition and execution of MASINT product collections for Block 30 and Block 40 including ground processor accommodation of complex SAR modes and Multi-Spectral MASINT products. It includes telecon support, TIM support, and travel as required to work at operational sites and with development engineers.
  • Support Global Hawk Interoperability Working Group with evaluation of Block 30 and Block 40 anomalies affecting interoperability. It includes independent technical evaluation and recommendation of specific sensor, communication link, and VIP-C or other ground processor image quality processing improvements to support Global Hawk interoperability. It includes telecon support, participation in interoperability TIMs, and travel as required.
  • Support Development and Operational Testing of Block 30, Block 40, or added Global Hawk IMINT capabilities. This includes analysis of sensor and image processor readiness for test, review of and comment on test plans, definition of sensor and processor test criteria, and analysis of test results. It includes telecon support, participation in test planning TIMs, travel as required to participate in exercises at operational sites, and discussions with development engineers. 
  • Support Global Hawk compliance with interoperability standards. This includes independent technical evaluation of compliance standards, discussions and resolution of compliance test approaches, and evaluation of compliance test results or other data sources (e.g. operational data). This includes NITF, STANAG 4607, and CDL standards. It includes telecon support, TIM support, and travel as required for discussion with government and contractor compliance test engineers. 
  • Research manufacturing issues based on the measurement of metrics obtained from imagery or other test data (collected during ATP or lab test) and analyze the metrics for trends in comparison with requirement thresholds. The key metrics depend on the sensor type – SAR, MTI, or Multi-Spectral.

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Top Secret/SCI

  • Must possess a US Collateral Top Secret security clearance, NATO Secret clearances, and a valid USG passport, and be able to travel to CONUS or OCONUS locations as needed to support engineering tasks
  • Possess a Doctorate degree in a field relevant functional area. Twenty (20) years of relevant work experience may be substituted for a Doctorate; or, sixteen (16) years of work experience plus a Bachelor’s degree may be substituted for a Doctorate; or, twelve (12) years of work experience plus a Master’s degree may be substituted for a Doctorate. At a minimum, at least ten years of any SME’s experience must have been performed on (DoD programs/projects.

DESIRED SKILLS AND QUALIFICATIONS:

  • Foreign Military Sales (FMS) experience
  • Experience with remotely piloted air vehicles 
  • Major Defense Acquisition Program experience 
  • Air Force program office experience  

WORK LOCATION: Wright-Patterson AFB, OH
