This position is contingent upon contract award

Provide support to OPNAV N2N6F for warfighting integration, interoperability, and assessments through cross-functional reviews of maritime and information warfare concepts, programs, and initiatives. 


Support the promotion of enhanced Maritime Information Warfare (MIW) interoperability with partner nations by fostering information sharing and capabilities that enable the warfighter to successfully complete missions across the spectrum of joint and combined operations. Specific tasks include:

  • Support coalition interoperability coordination activities across N2N6, OPNAV, Joint Staff, Army, Air Force and Marine Corps action officers, other staffs and multi-fora groups, and U. S. Government organizations, as well as NATO and foreign military staffs.
  • Prepare and provide pre-meeting briefs to N2N6 along with recommend courses of action and policies supporting international engagement interactions; including Senior Officer Counterpart Visits (CPV) and Navy International Programs Office (IPO) matters; assist in coordination of foreign release actions.
  • Assist in the preparation of documentation for N2N6 positions on issues and related actions to the Office of the Deputy Chief of Naval Operations for Plans, Policy and Operations (N3/5), the Joint Staff, and Navy IPO.
  • Assist in formulating recommendations to Navy policy and PPBE process in response to C4I/Information Warfare (IW) interoperability issues.
  • Support participation in planning for new cooperative C4ISR/IW concepts and programs.
  • Assist in the management of the Coalition Interoperability Assurance Validation (CIAV) and Coalition Warrior Interoperability Experimentation (CWIX) programs to include assisting in requirements, priorities and PPBE development.
  • Review Naval C4ISR requirements, plans, and budgets to identify potential allied interoperability issues or impacts, and assist N2N6 government personnel in understanding impacts, mitigating adverse effects, identifying opportunities for efficiencies through collaborative engagement with partner nations, and advocating Allied interoperability during the POM process.
  • Provide analysis of and recommendations on proposed exceptions/issues associated with Department of Navy C4/IW Data Exchange/Information Exchange Agreements, their annual objectives and U.S.-Only Delegation of Disclosure Authority Letters (DDL).
  • Assist N2N6 government personnel in interpreting, articulating and formulating Navy policy regarding interoperability issues associated with Allied and Coalition C2/C4ISR and Navy IPO matters, such as; COCOM C2 Interoperability Board (CCIB) meeting guidance packages, Allied Force Goals and packages, Coalition/Allied Defense Planning Questionnaire packages, Technology Transfer and Security Assistance Review Board (TTSARB), and Committee on Foreign Investments in the United States (CFIUS) task.


Security Clearance: Top Secret/SCI

  • TOP SECRET clearance with SCI eligibility
  • Minimum Experience Required: 10 years of experience (Active/Reserve Duty, USG Civilian, or Defense Contractor) with at least of 2 years as a member on a high level Office of the Secretary of Defense or equivalent, Joint Staff, Combatant Command, Military Department or Service, or IC staff in the following areas:
    • Maritime policy, guidance and capabilities associated with the Office of the Secretary of Defense, Joint Staff, Combatant Commands, Military Departments / Services, IC, and US Interagency.
    • National Intelligence Enterprise and Intelligence Cycle services, processes and products
    • Interoperability with joint, allied, and coalition partners
    • Provide high level decision makers with information regarding all facets of Information Warfare.
    • Intelink, Inteldocs and Sharedrive publishing and editing
  • Ability to manage diverse taskings.
  • Familiarity with DoD/Navy programming and budgeting procedures (PPBE/POM).
  • Proficiency with executive correspondence and Microsoft Office products including Word, PowerPoint, and Excel.


  • Experience includes regular interactions with staff and senior leadership internal and external to affiliated organization.
