PROJECT OVERVIEW:  

This position is contingent upon contract award

Provide the Deputy Chief of Naval Operations (DCNO) for Information Warfare (OPNAV N2N6) in its role as the Department of the Navy Deputy Chief Information Officer-Navy (DDCIO-N) with contractor service support to assist with Information Technology Efficiencies management. 

JOB DESCRIPTION AND RESPONSIBILITIES:

Provide support for IT Governance and the roles of the CIO in ensuring governance, as it relates to coordinating issues and activities between Echelon I and II commands by assisting N2N6 in developing draft white papers, information and decision briefs. Specific tasks include:

  • Assist N2N6 in coordinating and conducting Navy governance forums and boards. This will include scheduling of pre-brief events; development of support materials such as agenda, topic briefs, and summary reports; maintenance of event distribution lists and point of contact data; management of use of collaborative tools supporting governing discussions and senior leader events.
  • Provide project management support for Governance and IT Compliance by assisting in setting direction, coordinating key stakeholders, facilitating action, tracking milestones, developing performance metrics, conducting assessments, crafting recommendations, and reporting status.
  • Support performance metric development, assessment and implementation for DDCIO-N governance activities. This will include implementation of process improvement concepts, the tracking of success and documentation of challenges to overcome in order to achieve enhanced performance of governing activities by the DDCIO-N.
  • Assist N2N6 in developing process and procedures to review, assess and enhance enterprise architecture reviews and assessment. Provide subject matter expertise on enterprise architecture, open architecture, IT standards, IT policy, industry best practices, and Navy and DoD requirement validation processes of the Navy Resources and Requirements Review Board (R3B) and Joint Requirements Oversight Council (JROC).
  • Assist N2N6 coordination with Assistant Secretary of the Navy-Research, Development and Acquisition (ASN RD&A), SPAWAR, Navy Cyber Command, Navy Information Forces, OPNAV N8, DON-CIO, and other architecture stakeholders to recommend and implement changes designed to transform the cost of Information Management/ Information Technology (IM/IT) for Navy.
  • Support N2N6 with development of Enterprise network concepts and methodologies and with supplying analysis that highlights potential vulnerabilities and mitigation strategies. Provide detailed, robust analysis and planning, and recommend courses of action for the integration of the overall IT efficiencies effort across the Navy enterprise. Possible analysis and technical support areas include: Data Center Consolidation (DCC), Enterprise Software Licensing (ESL), Enterprise Portals, IT Asset Management (ITAM), Cloud Computing Services, Mobility, portal consolidation, Enterprise Help Desk migration.
  • Provide support for planning and conduct analyses, special studies, and executive-level briefings, developed towards an approach for identifying and evaluating strategic and operational concepts. Provide support to OPNAV decision-makers that depict all interdependencies among Enterprise IT programs, and align information sharing, capabilities using operational architectures, and stated requirements from appropriate stakeholders.
  • Support N2N6 by participating in integrated product teams and working groups to provide technical expertise supporting the preparation of governance, policies, processes and procedures for Navy Enterprise IT Asset Management (ITAM) Efforts. Assist N2N6 with identifying and documenting needed Navy ITAM capabilities for tracking and reporting the ownership and value of IT assets over their lifecycle.

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Secret

  • SECRET clearance.
  • Minimum Experience: 5 years of experience in capability definition and operation of IT, space systems, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and/or unmanned systems.
  • Ability to manage diverse taskings.
  • Familiarity with DoD and Navy information assurance, information security, information technology, or cybersecurity requirements, policies, and processes.
  • Proficiency with executive correspondence and Microsoft Office products including Word, PowerPoint, and Excel.

DESIRED SKILLS AND QUALIFICATIONS:

  • Support staff experience at Joint Staff, OPNAV, HQMC, Army, Air Force, SPAWAR or Program Executive Offices (PEOs)/Program Offices directly supporting information assurance (IA), information technology (IT), information management (IM) or cyber programs.
  • Experience includes regular interactions with staff and senior leadership internal and external to affiliated organization.
  • Knowledge of Capital Planning and Investment Control; development of Enterprise Architectures, Standards, Governance, Policy; Information Assurance/Security; the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) Process; and Naval concepts.
