Navy Program Analyst Ė Advisor - OPNAV N80

JOB TITLE: Navy Program Analyst - Advisor - OPNAV N80


OPNAV N80 (Programming Division) is revising the Navyís POM and PPBE cycle to be more strategically driven. Performance to Plan (P2P), a key support pillar for this initiative, is critical to articulating Navy progress toward the readiness and capability goals tracked in the National Defense Strategy (NDS) implementation and plan and Defense Planning Guidance (DPG) readiness reviews.


Provide on-site support, analysis, and integrated and coordinated support for OPNAV Performance to Plan (P2P) initiative in support of the PPBE Process Improvement Study for OPNAV N80. Specific tasks:

  • Collect and analyze each Warfare Enterprise (Naval Aviation Enterprise, Surface Warfare Enterprise, Undersea Warfare Enterprise, and Information Warfare Enterprise) efforts and presentations for their respective readiness recovery plans.
  • Support OPNAV N8 to coordinate forums, distribute read-ahead material, and follow up on assigned actions by      coordinating with Lead Type Commander (TYCOM) and select Budget Submitting Office (BSO) Commanders. Track briefing documents in support of Three and Four Star briefing forums.
  • Review associated documents and briefs, and provide recommendations for corporate decisions to N8 to improve      allocation of resources in the Program Objective Memorandum (POM) across the Future Yearís Defense Plan (FYDP) in associated accounts.
  • Conduct an analysis of Lead Type Commander and BSO issues and interests in order to improve the efficiency of the POM process for all stakeholders.
  • Assist in refining the OPNAV Notice and P2P implementation plans and rollout of the P2P initiative.
  • Support updates to POM21 Serials and development of POM25 Visual Serial.
  • Prepare materials for P2P working sessions with OPNAV staff and other key stake-holders.
  • Support preparation of briefs, notices, information papers and other necessary efforts in outlining P2P processes and governance for OPNAV leadership and stakeholders.



Security Clearance: Secret

  • Active SECRET security clearance 
  • 7+ years of experience with large commercial and/or government organizations in the areas of process improvement, performance management, strategic planning, and/or program design. 
  • Experience includes C-suite and executive level clients, and clients in defense and national security. 
  • Expertise in process development and strategic planning. 
  • Skill in developing corporate priorities and financial plans. 
  • Demonstrated ability to establish policy and guidance to meet corporate goals. 
  • Masterís degree in business, finance, accounting, economics, engineering, information technology, or organizational change. 
  • Ability to produce briefing slides, metric charts, program schedules, and organizational charts. 
  • Proficient in MS Office (Word, PowerPoint, Excel) and Adobe Acrobat.


  • Support staff experience at OPNAV, NAVSEA, NAVAIR, Program Executive Offices (PEOs)/Program Offices, Navy      Surface or Air Warfare Centers, or Navy Personnel Command/Bureau of Personnel directly supporting POM/PPBE cycles.
  • Experience in Fortune 500 (or DoD) resource allocation.
