The US Navy headquarters staff at the Pentagon, known as OPNAV, supports the Chief of Naval Operations in his mission to support the warfighter by setting requirements, budgeting resources, and managing programs for many different Navy programs.

This position supports the Portfolio Management Branch (OPNAV N2N6FP1) which manages C4I capability requirements for maintenance and modernization of afloat and ashore platforms.


  • Program Integration reviews processes and monitors the execution of budgeted dollars against the execution of approved resources; provides analysis as well as reports and data. Program Integration accomplishes this through use of tools including but not limited to: Internet Resource Allocation Planning System (iRAPS), Program Budget Information System (PBIS), and Headquarters Web (HQWeb). The services are for strategic and operational level support for liaison with commands, activities, units, and organizations, to include but not limited to the Combatant Commands, Services, Department of Defense Agencies, and/or international agencies.

Specific tasks include:

  • Support the N2N6FP1 Team Lead and Action Officer for Fleet Modernization (FM) and the Navy’s C4 Modernization Plan by generating reports, analyses of meetings and activities for review and/or action
  • Assist N2N6 with preparing N2N6F for participation in FM related senior forums to include recommending courses of action and background on FM policies
  • Assist with N2N6 involvement with the Navy Data Environment and Navy Tool for Interoperability and Risk Assessment. Assist with N2N6 development, modification, and maintenance of the Shore C4IMP by reviewing Ship Change Documents and applying PPBE process and applications that support approval of required changes
  • Assist government action officer coordination with OPNAV requirements officers and representatives from the Fleet, Navy Information Forces (NAVIFOR), Program Executive Offices, and Systems Commands on Ashore C4I capability requirements, funding issues, equipment availability and installation to facilitate the Shore C4I Modernization Plan
  • Assist N2N6 staff with management of the Secretary of the Navy Waiver Program for installation of material resources on ships within five years of disposal, and monitor and track status of specified waivers
  • Attend conferences and meetings where shore C4I requirements are developed, discussed, prioritized, and scheduled for implementation
  • Provide high level support to action officers with preparing executive level presentations relevant to specific N2N6F topics


Security Clearance: Secret

  • Secret Clearance
  • 7 years of progressive experience (at least three years of which were in a managerial capacity) in capability definition and operation of IT, space systems, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and/or unmanned systems
  • Proficient in MS Outlook, Word, PowerPoint, Excel
  • Ability to interface with senior military officers and Government civilians to provide professional, informed reports on the status of work


  • Experience working at OPNAV, or other Echelon 1 or 2 staffs.
  • Experience in C4I systems development and program management
  • PPBE/POM experience
