JOB TITLE:  Requirements Analyst - JCIDS 


"This position is contingent upon contract award" 

Provide analytical, technical, and capability portfolio management support to the Law Enforcement (LE) / Escalation of Force (EoF) / Irregular Warfare (IW) Branch, Ground Combat Element

(GCE) Division – Force Protection (FP), Capabilities Development Directorate, Deputy Commandant for Combat Development and Integration (DC, CD&I). Subject Matter Expert (SME) possesing demonstrated experience and expertise with the Joint Capabilities Integration and Development System (JCIDS) process.  


  •  Develop and/or review JCIDS documents, program reports, technical papers, procedures, etc.
  •  Provide comments, organize, consolidate, and adjudicate comments from various stakeholdes, and prepare reports.

  •  Perform expert-level review, analysis, and validation of JCIDS documents.

  •  Document requirements specification according to standard service or joint level templates.

  •  Prepare executive-level reports and briefs.

  •  Conduct collaborative assessment and facilitation with proven decision support tools or authoritative data sources.

  •  Support document analysis and requirements workshops.

  •  Review and provide input to Request for Information (RFI) responses and document reviews.

  •  Assist with the development of the organization’s requirements policies, procedures and tools (Sharepoint).

  •  Manage requirements traceability information and track requirements status.


Security Clearance: Secret

  • Active Secret Clearance (or ability to obtain clearance)

  • BS Degree or 5 years of experience in related field

  • Over 3 years of experience in requirements analysis, policies, processes, standards, verification, concepts, management practices, and/or techniques relative to DOD acquisitions.

  • Knowledge of data base management, data manipulation and extraction techniques, especially those associated with requirements analysis

  • Understanding of DoD 5000 and Federal Acquisition Regulation (FAR) requirements, Joint Capabilities Integration Development System (JCIDS), and the Planning, Programming, Budgeting, and Execution (PPBE) process.

  • Microsoft Office Suite proficiency (Word, Excel, Ppt)

  • Ability to communicate effectively and brief senior leadership


  • Defense Acquisition Workforce Improvement Act (DAWIA) Level I Program Management Certification or equivalency

  • Total Force Structure Management System (TFSMS) experience

  • Understanding of USMC Identity Operations (IdOps) and Irregular Warfare (IW) equities within the service and Joint community
  • Full understanding of the Marine Corps Requirements Oversight Counsel (MROC) and Joint Requirements Oversight Counsel (JROC)
