JOB TITLE:  Program Analyst- Navy Ship Self Defense System-OPNAV N96 


OPNAV N96 is the requirements sponsor for all Surface Warfare programs and is responsible for determining surface combatant force levels, shipboard and related support requirements, and major characteristics of programs involving weapon systems, cruisers, destroyers, frigates, and littoral combat ships.


Provide on-site support, strategic analysis, and well-integrated/coordinated program management support for Navy Ship Self Defense System (SSDS). Specific tasks:

  • Provide on-site support, strategic analysis, and well-integrated/coordinated support for Navy Ship Self Defense System (SSDS) in accordance with DoD program requirements management and acquisition oversight policies and strategies.
  • Assist in the development of proposals for POM budget cycles. Identify, integrate and coordinate emerging and/or derived requirements into the POM cycle.
  • Provide analytical support to various levels of stakeholders’ leadership on development and defense of proposals for DoN, SECDEF, and congressional priorities, including but not limited to allocation of Fiscal Year (FY)/Future Years Defense Plan (FYDP) funding resources to achieve objectives of programs/projects in accordance with policies and constraints. Provide consultation to Branch Head, N96, as required, and other stakeholder organizations on impact and risks for program/system changes on resource plans and requirements.
  • Prepare briefs, outlines, draft reports and publications and documentation to support Flag level technical and financial briefings/meetings and major milestone decisions (e.g. CONOPS, Navy Training System Plan (NTSP), Quick Reaction Combat Capability (QRCC), Initial Capability Document (ICD), Capabilities Development Document (CDD), Acquisition Program Baseline (APB)).
  • Participate in various design level reviews (e.g. System Requirements Review), Preliminary Design Review (PDR), Critical Design Review (CDR) and analyze potential resolutions to issues and actions.
  • Provide background for responses to Congressional, DoD, other Government agency or industry inquiries to include researching policy/procedures and providing back up analysis.
  • Maintain daily liaison with OPNAV N96’s Division and Branch chain of command and Senior Leadership.
  • Maintain a strong relationship and open communication with Program Offices and related government activities and industries under contract to the Program Offices.


Security Clearance: Secret

  • Active SECRET security clearance.
  • Seven (7) years of general experience in program analysis, support and management; at least five (5) years must be      in Navy surface ship combat systems programs.
  • Ability to produce briefing slides, metric charts, program schedules, and organizational charts.
  • Proficient in MS Office including Word, PowerPoint, Excel, and Adobe Acrobat.


  • Support staff experience at OPNAV, NAVSEA, Program Executive Offices (PEOs)/Program Offices, or Navy Surface or Air Warfare Centers directly supporting ships and shipboard systems.
  • Experience includes regular interactions with staff and senior leadership internal and external to affiliated organization.
  • Operational experience with military sensor and weapons systems; experience with development of systems is also desired.
  • Knowledge of PPBE.
