JOB TITLE: Facility Security Officer

PROJECT OVERVIEW:

The Facility Security Officer (FSO) is responsible for successfully administering the National Industrial Security Program Operating Manual (NISPOM), Intelligence Community Directives (ICDs), and proprietary information programs for the proper protection of government and company personnel, facilities, and sensitive information on behalf of Whitney, Bradley & Brown, Inc.(WBB), and the Decisive Analytics Corporation (DAC) subsidiary.

JOB DESCRIPTION AND RESPONSIBILITIES:

  • Assist the Director of Corporate Security in ensuring compliance with NISPOM, ICDS, and other federal directives in safeguarding classified information on behalf of WBB and DAC
  • Perform a wide variety of security related operations that include, but not limited to, personnel security, physical security, contract security, information security, and program security
  • Manage the DAC closed and restricted areas for classified processing and safeguarding, including management of access lists, safe/door combinations, and general physical security oversight for specified facilities and rooms
  • Personnel clearance processing to include: nominations, tracking, indoctrinations, reporting, debriefs; daily use of personnel clearance database systems (JPAS/DISS, SWFT, ACCS, SPOT, etc.)
  • Maintain the facility clearance (FCL) documentation, reporting, and other FCL related requirements to include maintenance of local records and the National industrial Security System (NISS)
  • Establish and maintain successful working relationships with government and internal customers and be the point of contact for the government customers and Defense Counterintelligence and Security Agency (DCSA) for all classified related matters
  • Assist the WBB personnel security team with processing of e-QIP, fingerprints, in-briefings, visit request, de-briefings, etc.
  • Conduct initial and yearly briefings, and debriefings, for personnel accessing classified material at WBB and DAC locations
  • Maintain and track DD254s, to include the preparation and coordination of the DD254 to subcontractors
  • Assist the WBB Security Team with development of security education for new and current employees and consultants
  • Responsible for receipt, transmittal coordination, destructions, and records of classified information at WBB and DAC facilities
  • Assist with the WBB ISSMs and ISSOs on the submittal, documentation, maintenance, and safeguarding of classified information systems
  • Assist in maintaining physical security of company owned/managed property
  • Maintain WBB’s classified records within the Security Management Tool
  • Assist Director of Corporate Security, VP Information Technology, and others in managing CUI, DFARS, and CMMC compliance

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Top Secret

  • Top Secret clearance
  • Minimum of 4-6 years as FSO and/or AFSO
  • Knowledge of NISPOM, ISLs, and other DoD relation classified security manuals
  • Experience with JPAS/DISS, NISS, SWFT and other FCL and PCL related government databases
  • FSO Program Management for Possessing Facilities curriculum (within 6 months of employment)

DESIRED SKILLS AND QUALIFICATIONS:

  • Experience with SCI customers and understanding of ICDs
  • Experience related to Foreign Ownership, Control, or Influence (FOCI)
  • Experience with clearance database such as SIMS, Access Commander, etc.
  • ISSM/ISSO and/or eMASS experience

WORK LOCATION: Crystal City, VA
